00:18For this list, we'll be looking at prisons from around the world with features and amenities

00:33Cebu Provincial Detention and Rehabilitation Center, The Philippines
00:37The Philippines has a reputation for harsh and inhumane treatment of suspected and convicted criminals.
00:52Its former president, Rodrigo Duterte, instituted death squads and extrajudicial killings in
00:58his war on drugs.
00:59But Cebu Prison has made a splash in recent years.
01:03The facility has created a world-famous rehabilitation program for its inmates, where they participate
01:08in heavily choreographed song and dance numbers reminiscent of flash mobs.
01:12Much of the prisoners' daily routine is taken up with dance rehearsals, where they practice
01:18complex new routines.
01:20Their performances are sometimes broadcast on Filipino television and have gone viral in
01:25the past.
01:26In fact, their popularity has turned Cebu inmates into local celebrities.
01:30Quite remarkably, for a maximum security prison, there's not a trace of animosity, but instead
01:36a feeling of genuine happiness.

01:40Otago Corrections Facility, New Zealand
01:43Welcome to ICF.
01:45To be honest, it's not quite what I expected, aside from security.
01:49The Otago Corrections Facility is geared toward making inmates valuable members of society upon
01:54release.
01:55The campus of 27 buildings cost $176 million to build in the mid-2000s.
02:01Despite being incredibly secure, the prison has spacious facilities and rooms are comfortable
02:06and personalized.
02:08While some have bunks, others are single occupancy.
02:11The centerpiece of the prison is its education program, which allows inmates to learn new skills.
02:17Nearly 40% of the men have prison jobs.
02:21While Jacob heads to horticulture, Carlos is off to the kitchen.
02:25They can also undergo drug and alcohol therapy.
02:28However, when a photo of a prison cell went viral in 2018, acting prison director Mike Housen
02:34responded that many of the so-called perks are standard in New Zealand, where the penal
02:38system generally emphasizes rehabilitation and reintegration.

02:44You know, they've all made a mistake to get in here, so I'm not here to judge them.

02:50Pondok Bamboo Prison, Indonesia.
02:53While some prisons have rehabilitation programs that elevate their conditions, others favor a
02:58select few.
02:59For a price.
03:00Pondok Bamboo Prison is a woman's prison located in the Indonesian capital, Jakarta.
03:05In 2010, it was revealed that wealthy inmates were able to purchase various conveniences.
03:11This is the 64 square meter cell of a businesswoman, shown on Indonesian television.
03:17They could also buy access to large televisions, karaoke machines, suites with private bathrooms,
03:22nail salons, maid service, and spa treatments.
03:25An official at the Justice Ministry promised investigations.
03:29However, it's apparently a public secret that the rich and powerful receive far better
03:33treatment.
03:34Prison directors rely on the money from rich convicts because the government is not doing
03:39anything to improve conditions in overcrowded prisons.
03:42Meanwhile, most prisoners in Indonesia sleep in large groups on concrete floors.

03:49Solentuna Prison, Sweden.
03:52The focus on rehabilitation in Swedish prison systems has been linked to low rates of recidivism.
03:57In fact, prisoner numbers are falling and prisons are closing.
04:01Part of our explicit task is to work intensively with our inmates and clients from day one.
04:08Despite being a maximum security prison, Solentuna Prison is a prime example of a rehabilitation-focused
04:14facility.
04:15The prison houses its population in individual private cells with comfortable beds and attached
04:20bathrooms.
04:22They're encouraged to cook their own meals in open kitchens and have access to a well-furnished
04:26gym and rec room.
04:27While incarcerated, they can take university and apprentice courses to help them find employment
04:32once released.
04:33In 2019, Solentuna won a Public Projects Award for sustainability as the prison is focused on
04:40becoming eco-friendly.
04:41If you compare it to other prisons in other countries, I think we're quite ahead of them.

04:47JVA Fools Bootel Prison, Germany.
04:50Some European prisons are so progressive that they've been criticized for treating prisoners
04:55too well.
04:56In Hamburg, Germany, JVA Fools Bootel Prison has been the recipient of many such critiques.
05:02Once the site of a concentration camp during World War II, it's now one of the most comfortable
05:07facilities in Europe.
05:09The cells are large, with many containing both comfortable beds and sofas.
05:12Inmates have their own individual toilets and showers and can use premium laundry facilities,
05:18a business center, and long-distance phones.
05:21Long-term prisoners get the benefit of their sentences getting broken up by semi-frequent
05:25redecorations of their floors.

05:29Sean Delone Prison, Switzerland.
05:32Built in 1977, the Sean Delone Prison was only ever meant to house 276 prisoners.
05:39It eventually became overcrowded, and in 2011, the prison was renovated to increase capacity
05:44to 398.
05:46Prisoners are generally housed three to a cell, but the cells are relatively large and furnished
05:50with individual bathrooms.
05:51Sean Delone prefers that inmates utilize their vast outdoor facilities for recreation.
05:57The prison is geared towards rehabilitation, with a network of legal and medical professionals
06:01to provide supports.
06:02Inmates are encouraged to maintain familial relationships and bolster each other.

06:09Aranjuez Prison, Spain.
06:11At Aranjuez Prison, the focus is on family.
06:15Authorities in Spain recognize that it's important for new parents to maintain contact with babies
06:19and toddlers in their formative years.
06:22Aranjuez has 36 units specifically designed to house prisoners with new families.
06:27Infants up until age 3 are allowed to stay at the facility with their parents.
06:32The children attend nursery, and because of the design, they wouldn't even know they were
06:35in a prison.
06:36The cells are decked out with Disney stuff, and there's a crib in each one.
06:40It might not be an ideal situation, but some argue it's better than separation.
06:45There are cribs, as well as a child's playroom and nursery school.
06:48The prison even has a supermarket staffed by inmates for healthy meals.
06:52Being allowed to parent a child in their infancy gives inmates motivation to reform
06:56and return to society.
06:58Officials say you don't want to split up new families.
07:01The men or women might have committed a crime, but the government doesn't want to destroy
07:04the family.

07:06Justice Center Leoben, Austria.
07:09The Justice Center in Leoben, Austria is both a jail and a courthouse.
07:13One inscription on the side of the facility reads,
07:15All persons deprived of their liberties shall be treated with humanity and with respect for
07:20the inherent dignity of the human person.
07:23The Justice Center lives up to its own hype and is frequently compared to a five-star luxury
07:28hotel.
07:29Only non-violent criminals take up residence at the facility.
07:32Every private cell is furnished like a studio apartment with a television, kitchenette, and
07:37bathroom.
07:38The center has recreational facilities galore, including an outdoor gym and even a spa.

07:45HMP Addywell, Scotland.
07:47The Scottish Prison Service describes HMP Addywell as a learning prison.
07:52Opened in 2008, Addywell gears its teaching programs as a way to prevent recidivism.
07:57Inmates take skill-building classes and workshops for 40 hours a week.
08:02The prison uses a peer support model, selecting the most successful prisoners to mentor other
08:07inmates.
08:07Cells have their own toilets and showers, and a family-friendly visitor center provides
08:12emotional support to the families of inmates.
08:14That being said, as with most prisons, Addywell isn't without its problems.
08:19Recent reports have criticized the facility for understaffing, abuse, and long wait times
08:24for health care services.

08:51Norway is home to some of the most comfortable prisons in the world.
08:55Halden Prison, for example, emphasizes humane treatment, giving inmates comfortable rooms
09:00with televisions, video games, and a music recording studio.
09:04Do you feel like this is prison?
09:06Your freedom is taken from you.
09:07You know, you cannot go to the store, you cannot see your children when you want.
09:09Of course, I'm still in prison.
09:11But Bostoy Prison truly takes the cake.
09:13Bostoy is located on a small island, just under 50 miles from Oslo.
09:17There are just 115 prisoners, some of whom are murderers and the worst of the worst.
09:23I can't help but notice that right behind you are a whole bunch of very sharp knives.
09:27Yeah.
09:29Yes.
09:30Nobody here is worried about that?
09:32No.
09:33Should I be worried about that?
09:34No.
09:35Still, the reform-minded prison has inmates living in cabins with access to activities
09:39like fishing, skiing, tennis courts, and horseback riding.
09:43Prisoners work on high-end farms or take skills classes.
09:46At a glance, an observer would never guess that Bostoy was a prison.
09:51I don't think in general what we're trying to do here is run a society which is as normal
09:56as possible because we want to teach them how to be good neighbors when they're released.
