00:00So the way that this investment has been enabled was as a result of decisions that the Chancellor took in the autumn budget.
00:07We've got some non-negotiable fiscal rules, but there were some slight amendments that she made to enable more long-term capital investment.
00:15And that's what we're talking about today, making the investments in local transport projects,
00:20things like trams, better bus systems, local rail, that can then unlock economic growth in the future.
00:30And so the fact that the Chancellor brought stability back to the economy in the first 10 months of being in post,
00:36that is what has enabled us to announce these projects today.
00:41We are also undertaking a review of the Green Book, which will be published alongside the spending review next week.
