DepEd needs annual budget boost to address functional illiteracy--Rodriguez

Cagayan de Oro 2nd district Rep. Rufus Rodriguez said Saturday, May 3 that the national government must ensure annual budget increases for the Department of Education (DepEd) in order to solve the country's functional illiteracy problem.
