00:06Late yesterday evening, I and all Canadians were shocked, devastated and heartbroken.

00:15What we know at this time is that at the Lapu-Lapu Festival in Vancouver,

00:21an occasion to gather and to celebrate the vibrancy of the Filipino-Canadian community,

00:27nine people were killed, and more than 20 were injured

00:32in what the Vancouver Police are describing as a car-ramming attack.

00:39I would like to commend the quick and compassionate actions of those at the scene

00:44and of our first responders.

00:48An investigation is ongoing to determine how and why this horrific attack occurred.

00:54Authorities have confirmed that one person is in custody, and it is believed that they acted alone.

01:02Overnight, I was briefed by my National Security and Intelligence Advisor

01:07and the Public Safety Minister about the situation.

01:11Currently, we do not believe that there is any active threat to Canadians.

01:17Last night, families lost a sister, a brother, a mother, a father, a son or a daughter.

01:29Those families are living every family's nightmare.

01:34And to them and to the many others who were injured, to the Filipino-Canadian community,

01:40and to everyone in the broader Lower Mainland, Vancouver,

01:44I would like to offer my deepest condolences and my wishes for strength and compassion in this tragic time.

01:51I know that I join all Canadians in mourning with you.
