The incident occurred shortly after 8 p.m. near East 41st Avenue and Fraser Street, where

the Lapu-Lapu Day block party was taking place.

Police said on X that the driver has been taken into custody.

Local councillor Pete Fry was visibly emotional as he spoke about the incident.

I was here earlier, this was a fantastic day here in South Hill.

The Lapu-Lapu Day Festival was amazing and everybody's having such a great time.
