I'm the head of the Poverty Reduction Livelihood Employment Cluster of the NTF-ELCA.

The Department of Agriculture is the chair now.

Our interventions for the poor

are to help the poor

in what we call geographically isolated and disadvantaged areas in our country.

Those affected by the conflict, the conflict-affected areas.

The former guerrilla fronts were cleared by the security forces.

Now, we're here to bring about sustainable development,

peace and sustainable development.

Speaking about convergence, Mr. Layug,

who are the government agencies

that you support in these programs and initiatives?

Within the Department of Agriculture,

we work together to converge different agencies and bureaus.

And then from the department,

we also partner and collaborate

to converge programs with other agencies

like TESDA, DTI, DOST, DOLE, DSWD.

We help the target barangays.

When it comes to providing a source of livelihood for our countrymen,

especially the former guerrilla fronts that you mentioned,

what are the livelihood programs that we provide to them?

We do different programs and interventions.

But for DA, the programs and interventions

to have a high production of agriculture,

we have rice, corn, livestock, and aquaculture.

Those are the programs that we introduce.

TESDA also helps in training and capacity building.

DTI also helps in value-adding

and helps in market linkage

where the products are marketed.

So, there's training and also a source of livelihood

for them.

It's great that you help different government agencies.

And it's important that they have a high yield and production

because it follows that their income will increase.

Now, you have a concept called Peace Farms.

Peace Farms is a concept of communal farming

that we're trying to introduce in conflict-affected areas.

Farm workers help different sectors and stakeholders

to sustain peace and development.

So, the farm workers here are the former rebels

and then the CAFGU.

They are also part of the community.

The place or area that they farm

is sometimes a military reservation

and sometimes a private sector.

Even the church is also helping out.

And then, the technical aspect

and the farm inputs are from the DA.

The training is from TESDA and other agencies.

That's a great concept.

And also, this is a platform for the former rebels

to really reintegrate in society.

It's also a halfway house.

For mainstreaming, more than integration,
