What they have been asked to eat is the Mann مَن and the Salwa سلوا (manna and quails), and the water is, of course, the one which had come out of the rock. The Israelites have, in this verse, been asked not to spread disorder which in this context signifies disobedience to Allah and transgression of His Commandments.
