00:32She distinguished between Title I and how Title I is administered, but we didn't get
00:37into, which I certainly hope, there'll be more groups going to see her after this, about
00:44block granting.
00:45I think that's a big concern reflected by many colleagues already, is block granting
00:50money so that governors will have discretion, inadequate oversight over how money gets spent,
00:57the elimination or drastic reduction, the skeletal crew that remains with OCR.
01:04How are students with disabilities going to have their right to a meaningful education
01:10under IDEA?
01:11How is that going to be enforced?
01:13There are parents of students with disabilities all across this country who are very scared
01:18about their students not getting served by school districts.
01:22And of course, as Veronica Escobar mentioned, the federal government is the great equalizer,
01:27making sure that every child has a right to a meaningful education, whether that child
01:32has disabilities, whether that child comes from a certain religious background, whether
01:35they come from a racial background, a gender.
01:38That's what OCR is charged with doing and what Congress set up.
01:42And it's no mistake that they have regional offices where inspectors go out to the schools
01:48to ensure that those rights are being enforced and are being delivered on.
01:55And that's what is exactly, regional offices have been closed, and that's what members
01:59are very concerned about.
