00:03Well, again, he, in, in the intent of this CO is to return this great responsibility
00:12back to the states.
00:14And we know, we believe in federalism here at the White House.
00:17I know the previous administration didn't, but we think decisions are best made when
00:20they're closest to the people.
00:22And we trust teachers and educators in their respective schools to make these very important
00:27decisions about our children's education and their futures.
00:31And the current status quo is failing our students.
00:34In fact, I have some facts right here.
00:36Thirteen-year-olds' mathematics scores are the lowest they have been in decades.
00:40Thirteen-year-olds' reading scores are the lowest since testing began over 30 years ago.
00:44Low-performing students are falling further behind.
00:47One city, Baltimore, Maryland, in 2023, high schools had zero students who tested proficient
00:53in mathematics.
00:54As a mother myself, I know I share the concern of many parents across the country.
00:58We want our children to be bright and smart and ahead of the game.
01:02This is also, I would say, a national security issue.
01:04When you look at how students around the world, particularly in China, are being educated,
01:09American students are falling behind.
01:11We're not keeping up with our allies or our adversaries, and that's a major problem for
01:14our country.
01:15And the president is fixing it today.
