One thing I've learned is that as a moderator,

the way the debate is designed

and the way you enforce the rules

can do a great deal to shape the content of the debate.

If I was designing the presidential debate format

and I was concerned with preventing crosstalk

and interruptions,

I would pursue one of two possible solutions.

The first solution is a structural solution.

I would place the candidates at tables

on either side of the stage without microphones,

and I would have them rise

and come to podium center stage to speak.

In other words, I would use physical spacing

to prevent crosstalk and interruptions by the candidates.

Second, I would implement an objective rules-based approach,

allowing the moderator to inform the audience

when rules are broken and reset the debate

so that one candidate doesn't gain an advantage

from the interruptions.

After a certain number of interruptions,

the moderator would begin pausing the speaking time

of the interrupted candidate.

They would announce that under the rules,

they were required to let the audience know

that that was the 10th interruption

by the interrupting candidate.

They would restate the question,

and then they would allow the interrupted candidate

to continue speaking,

but with an additional 15 seconds

so that they could deal with the interruption

It would make it very clear to the audience

that the rules are being enforced

in an objective and even-handed manner,

it wouldn't put pressure on candidates

In my opinion, unfortunately,

I believe this may be the worst of both worlds.

Given the proximity

with which the candidates are gonna be seated,

a comment by one candidate is likely to be picked up

on the microphone of the other candidate,

and second, even if it isn't picked up

it may still disrupt their speech.

Voters at home who don't hear the comment, however,

may not know why that candidate is pausing

or stumbling or reacting,

which takes it out of the hands of the voters
