The Home Ministry will introduce a special pass for investors and expatriates starting April 1, 2025, says Datuk Seri Saifuddin Nasution Ismail.

Speaking during Minister’s Question Time on Thursday (March 6), Saifuddin said the initiative aims to streamline and facilitate expatriates' stay in Malaysia.

Meanwhile, he noted that there are currently 11,700 pending applications for entry permits for spouses of Malaysian citizens.

00:00Thank you, Mr. Speaker.
00:02I would like to ask the Minister of Home Affairs to state what is the latest initiative of the Malaysian Immigration Office
00:09in promoting the improvement of services,
00:12especially in the area of easy immigration pass such as the PLKS temporary employment pass
00:19and the Ministry of Employment and Employment Enrollment Permit.
00:22You have successfully introduced various new initiatives and reforms
00:26in important matters such as matters related to national security,
00:31issues of difficulties at entry gates, and so on.
00:36As for the entry gate permit,
00:39the step of improvement that we are doing now is
00:43most of those who apply for the entry gate permit are actually wives of foreigners.
00:49The wife is a foreigner married to her husband, a local resident.
00:55In every 100 entry gate permits, there are many types,
00:59but 80% are wives of foreigners, wives of citizens.
01:04Before this, she had to be here for five years, she could not leave, her presence must be here.
01:11That was just a couple.
01:14In the sixth year, she applied for the entry gate permit,
01:16which means she can work
01:19and she no longer needs to apply for an immigration permit.
01:24If she wants to get a red IC and become a citizen, this is her path.
01:32But there are also those who get the entry gate permit,
01:35they do not want to give up their original citizenship, it's okay.
01:38So before this, five years,
01:41then she had to wait two years to apply.
01:43The step of renewal that we will start in September this year,
01:48is equivalent to three years.
01:50The proof of her existence is here, with her marriage status.
01:54If she is married here, the marriage registration is three years.
01:57We give her a spouse visa.
02:00In the fourth year, she can apply for the entry gate permit.
02:02But if she registers her marriage abroad, even if she has been married for three or four years,
02:09as long as she enters our country and registers her marriage,
02:13she only needs to be here for a year.
02:16Then in the second year, she can apply for the entry gate permit.
02:20I explain this because there are many questions out there.
02:24Now there are questions, including respected colleagues,
02:27who wrote to me asking for help and so on,
02:30is this category.
02:31So the step we take is to start in September,
02:36we will make it easier.
02:37Now there are only 11,700 applicants left.
02:41And the commitment of KDN, especially the Immigration Department,
02:45by June,
02:46by the end of June this year,
02:48we will complete all of the 11,700 applications.
02:52This is our commitment at KDN to make it easier for the delivery system to the people,

03:02and also the entry gate permit.

04:05to the extent of the role of the Immigration Department
04:09in managing an important segment,
04:12namely the expats.

04:19What we are doing now is,
04:21if we go to KLIA,
04:23we will find a premise
04:25that we call the expat gateway.
04:27This means that
04:29as soon as they land at the airport,
04:31they go straight there for their business.
04:34So they don't need to go through an agent anymore.
04:37They don't need it anymore.

04:38The problem with agents is that if they land,
04:40they go abroad,
04:41and if they want to do business,
04:43they hire agents.

04:46But we provide ease.
04:48Impromptu.
04:49Once they arrive, we process it.
04:52It takes a very short time.
04:54This is the first point.
04:55The second point.
04:57We don't prioritize the role of agents
05:00because people who can do business with immigration
05:04for the purpose of passing passports to expats,
05:09are people who are given authority by the company.
05:13We will only deal with those people.
05:16Agents are not people who are given authority by the company.
05:19So we will not use their services.
05:23So that is for the information of the expats.
05:26We will also issue a new one.
05:28We call it a passport for expats only.
05:32That is a new passport.
05:33This is all to ensure that their existence,
05:37if we put it simply,
05:38is of doing business.
05:40That is what they want to see.
05:41The faster we process their application,
05:44the easier it is,
05:46the better their acceptance
05:50of the business climate in our country.
05:54That is the role of the Immigration Department.
05:56So this is also actually
05:59a single window
06:02to make it easier.
06:04So we will start on the 1st of April
06:07to issue passports to expats
06:10to stay longer here
06:11to manage their investments.
06:15And the process of issuing passports
06:17we will do it by e-pass or electronic passports.
