07:07you should be hired and promoted based on skill and competence, not race or gender.

07:23You should be hired based on merit.
07:27And the Supreme Court in a brave and very powerful decision has allowed us to do so.

07:39We have removed the poison of critical race theory from our public schools.
07:44And I signed an order making it the official policy of the United States government
07:49that there are only two genders, male and female.
08:08I also signed an executive order to ban men from playing in women's sports.
08:28Three years ago, Peyton McNabb was an all-star high school athlete, one of the best,
08:34preparing for a future in college sports.
08:37But when her girls' volleyball match was invaded by a male,
08:41he smashed the ball so hard in Peyton's face, causing traumatic brain injury,
08:48partially paralyzing her right side and ending her athletic career.
08:54It was a shot like she's never seen before.
08:57She's never seen anything like it.
09:00Peyton is here tonight in the gallery.
09:02And Peyton, from now on, schools will kick the men off the girls' team
09:06or they will lose all federal funding.
09:30And if you really want to see numbers, just take a look at what happened
09:41in the women's boxing, weightlifting, track and field, swimming or cycling,
09:46where a male recently finished a long-distance race five hours and 14 minutes ahead of a woman
09:54for a new record by five hours.
09:57Broke the record by five hours.
10:00It's demeaning for women and it's very bad for our country.
10:03We're not going to put up with it any longer.
10:22What I have just described is only a small fraction of the common-sense revolution
10:26that is now, because of us, sweeping the entire world.
10:30Common sense has become a common theme and we will never go back.
10:36Never. Never going to let that happen.
10:42Among my very highest priorities is to rescue our economy
10:46and get dramatic and immediate relief to working families.
10:51As you know, we inherited from the last administration an economic catastrophe
10:57and an inflation nightmare.
11:01Their policies drove up energy prices, pushed up grocery costs,
11:06and drove the necessities of life out of reach for millions and millions of Americans.
11:11They've never had anything like it.
11:14We suffered the worst inflation in 48 years,
11:17but perhaps even in the history of our country, they're not sure.
11:21As President, I'm fighting every day to reverse this damage
11:25and make America affordable again.
11:42Joe Biden especially let the price of eggs get out of control.
11:48The egg price is out of control.
11:52And we're working hard to get it back down.
11:55Secretary, do a good job on that.
11:57You inherited a total mess from the previous administration.
12:00Do a good job.
12:10A major focus of our fight to defeat inflation is rapidly reducing the cost of energy.
12:16The previous administration cut the number of new oil and gas leases by 95 percent,
12:23slowed pipeline construction to a halt, and closed more than 100 power plants.
12:29We are opening up many of those power plants right now.
12:42And frankly, we have never seen anything like it.
12:47That's why on my first day in office, I declared a national energy emergency.
12:57As you've heard me say many times,
12:59we have more liquid gold under our feet than any nation on Earth, and by far.
13:05And now I fully authorize the most talented team ever assembled to go and get it.
13:12It's called Drill Baby Drill.
13:28My administration is also working on a gigantic natural gas pipeline in Alaska,
13:34among the largest in the world, where Japan, South Korea, and other nations
13:38want to be our partner with investments of trillions of dollars each.
13:43There's never been anything like that one.
13:45It will be truly spectacular.
13:47It's all set to go. The permitting is gotten.
13:50And later this week, I will also take historic action
13:53to dramatically expand production of critical minerals and rare earths here in the USA.
14:13To further combat inflation, we will not only be reducing the cost of energy,
14:17but we'll be ending the flagrant waste of taxpayer dollars.
14:32And to that end, I have created the brand new Department of Government Efficiency.
14:39GOGE. Perhaps you've heard of it. Perhaps.
14:50Which is headed by Elon Musk, who is in the gallery tonight.

15:28Just listen to some of the appalling waste we have already identified.
15:34$22 billion from HHS to provide free housing and cars for illegal aliens.
15:43$45 million for diversity, equity, and inclusion scholarships in Burma.
15:50$40 million to improve the social and economic inclusion of sedentary migrants.
15:56Nobody knows what that is.
16:00$8 million to promote LGBTQI+.
16:06In the African nation of Lesotho, which nobody has ever heard of.
16:12$60 million for indigenous peoples and Afro-Colombian empowerment in Central America.
16:20$60 million.
16:22$8 million for making mice transgender.
16:28This is real.
16:31$32 million for a left-wing propaganda operation in Moldova.
16:37$10 million for male circumcision in Mozambique.
16:42$20 million for the Arab Sesame Street in the Middle East.

17:19$1.5 million for voter confidence in Liberia.
17:25$14 million for social cohesion in Mali.
17:30$59 million for illegal alien hotel rooms in New York City.
17:37He's a real estate developer. He's done very well.
17:40$250,000 to increase vegan local climate action innovation in Zambia.
17:49$42 million for social and behavior change in Uganda.
17:54$14 million for improving public procurement in Serbia.
17:59$47 million for improving learning outcomes in Asia.
18:05Asia is doing very well with learning.
18:08We know what we're doing. We should use it ourselves.
18:11$101 million for DEI contracts at the Department of Education.
18:18The most ever paid. Nothing even like it.
18:21Under the Trump administration, all of these scams.
18:24And there are far worse, but I didn't think it was appropriate to talk about them.
18:28They're so bad.
18:30Many more have been found out and exposed and swiftly terminated
18:34by a group of very intelligent, mostly young people,
18:38headed up by Ilana. We appreciate it.
18:41We found hundreds of billions of dollars of fraud.
18:51And we've taken back the money and reduced our debt to fight inflation and other things.
19:07Taken back a lot of that money. We got it just in time.
19:11This is just the beginning.
19:14The Government Accountability Office, a federal government office,
19:18has estimated annual fraud of over $500 billion in our nation.
19:23And we are working very hard to stop it. We're going to.
19:27We're also identifying shocking levels of incompetence and probable fraud
19:32in the Social Security program for our seniors.
19:36And that our seniors and people that we love rely on.
19:41Believe it or not, government databases list 4.7 million Social Security members
19:47from people aged 100 to 109 years old.
19:56It lists 3.6 million people from ages 110 to 119.
20:05I don't know any of them. I know some people that are rather elderly, but not quite that elderly.
20:113.47 million people from ages 120 to 129.
20:203.9 million people from ages 130 to 139.
20:283.5 million people from ages 140 to 149.
20:36And money is being paid to many of them, and we're searching right now.
20:42In fact, Pam, good luck. Good luck. You're going to find it.
20:48But a lot of money is paid out to people because it just keeps getting paid and paid,
20:53and nobody does, and it really hurts Social Security and hurts our country.
20:581.3 million people from ages 150 to 159.
21:03And over 130,000 people, according to the Social Security databases,
21:12are aged over 160 years old.
21:18We have a healthier country than I thought, Bobby.
21:21Including, to finish, 1,039 people between the ages of 220 and 229.
21:45One person between the age of 240 and 249.
21:50And one person is listed at 360 years of age.
21:57More than 100 years.
21:59More than 100 years older than our country.
22:06But we're going to find out where that money is going, and it's not going to be pretty.
22:11By slashing all of the fraud, waste, and theft we can find,
22:15we will defeat inflation, bring down mortgage rates, lower car payments and grocery prices,
22:20protect our seniors, and put more money in the pockets of American families.
22:26And today, interest rates took a beautiful drop.
22:43Big, beautiful drop. It's about time.
22:46And in the near future, I want to do what has not been done in 24 years.
22:52Balance the federal budget. We're going to balance it.
23:15With that goal in mind, we have developed, in great detail,
23:19what we are calling the gold card, which goes on sale very, very soon.
23:25For $5 million, we will allow the most successful job creating people from all over the world
23:31to buy a path to U.S. citizenship.
23:34It's like the green card, but better and more sophisticated.
23:40And these people will have to pay tax in our country.
23:43They won't have to pay tax from where they came.
23:46The money that they've made, you wouldn't want to do that, but they have to pay tax, create jobs.
23:50They'll also be taking people out of colleges and paying for them
23:53so that we can keep them in our country instead of having them being forced out.
23:58Number one, at the top school, as an example, being forced out and not being allowed to stay
24:04and create tremendous numbers of jobs and great success for a company out there.
24:09So while we take out the criminals, killers, traffickers, and child predators
24:14who are allowed to enter our country under the open border policy of these people,
24:20the Democrats, the Biden administration, the open border insane policies
24:25that you've allowed to destroy our country,
24:28we will now bring in brilliant, hardworking job creating people.
24:33They're going to pay a lot of money, and we're going to reduce our debt with that money.
24:38Americans have given us a mandate for bold and profound change.
24:55For nearly 100 years, the federal bureaucracy has grown
25:00until it has crushed our freedoms, ballooned our deficits,
25:03and held back America's potential in every possible way.
25:08The nation founded by pioneers and risk takers
25:12now drowns under millions and millions of pages of regulations and debt.
25:18Approvals that should take 10 days to get instead take 10 years, 15 years,
25:24and even 20 years before you reject it.
25:27Meanwhile, we have hundreds of thousands of federal workers
25:31who have not been showing up to work.
25:34My administration will reclaim power from this unaccountable bureaucracy,
25:39and we will restore true democracy to America again.
25:57Any federal bureaucrat who resists this change will be removed from office immediately.
26:05Because we are draining the swamp, it's very simple,
26:09The days of rule by unelected bureaucrats are over.
26:32And the next phase of our plan to deliver the greatest economy in history
26:36is for this Congress to pass tax cuts for everybody.
26:40They're in there, they're waiting for you to vote.
26:43And I'm sure that the people on my right, I don't mean the Republican right,
26:48but my right right here, I'm sure you're going to vote for those tax cuts
26:52because otherwise I don't believe the people will ever vote you into office.
26:56So I'm doing you a big favor by telling you that.
27:00But I know this group is going to be voting for the tax cuts.
27:17Thank you. It's a very, very big part of our plan.
27:20We had tremendous success in our first term with it, a very big part of our plan.
27:24We're seeking permanent income tax cuts all across the board.
27:28And to get urgently needed relief to Americans hit especially hard by inflation.
27:34I'm calling for no tax on tips, no tax on overtime,
27:38and no tax on Social Security benefits for our great seniors.
27:59And I also want to make interest payments on car loans tax deductible,
28:05but only if the car is made in America.
28:20And by the way, we're going to have growth in the auto industry like nobody's ever seen.
28:23Plants are opening up all over the place.
28:25Deals are being made. Never seen.
28:27That's a combination of the election win and tariffs.
28:30It's a beautiful word, isn't it?
28:34That, along with our other policies, will allow our auto industry to absolutely boom.
28:40It's going to boom.
28:41Spoke to the majors today, all three, the top people, and they're so excited.
28:46In fact, already numerous car companies have announced that they will be building massive automobile plants in America.
28:54With Honda just announcing a new plant in Indiana, one of the largest anywhere in the world.
29:12And this has taken place since our great victory on November 5th,
29:17a date which will hopefully go down as one of the most important in the history of our country.
29:27In addition, as part of our tax cuts, we want to cut taxes on domestic production and all manufacturing.
29:36And just as we did before, we will provide 100 percent expensing.
29:41It will be retroactive to January 20th, 2025.
29:45And it was one of the main reasons why our tax cuts were so successful in our first term,
29:52giving us the most successful economy in the history of our country.
29:57First term. We had a great first term.
30:05If you don't make your product in America, however, under the Trump administration, you will pay a tariff.
30:11And in some cases, a rather large one.
30:14Other countries have used tariffs against us for decades.
30:17And now it's our turn to start using them against those other countries.
30:22On average, the European Union, China, Brazil, India, Mexico and Canada.
30:29Have you heard of them?
30:31And countless other nations charge us tremendously higher tariffs than we charge them.
30:38It's very unfair.
30:39India charges us auto tariffs higher than 100 percent.
30:45China's average tariff on our products is twice what we charge them.
30:50And South Korea's average tariff is four times higher.
30:53Think of that four times higher.
30:56And we give so much help militarily and in so many other ways to South Korea.
31:00But that's what happens.
31:02This is happening by friend and foe.
31:05This system is not fair to the United States and never was.
31:08And so on April 2nd, I wanted to make it April 1st.
31:13But I didn't want to be accused of April Fool's Day.
31:18That's what that's not just one day was cost us a lot of money.
31:23But we're going to do it in April.
31:25I'm a very superstitious person.
31:28April 2nd, reciprocal tariffs kick in.
31:32And whatever they tariff us, other countries, we will tariff them.
31:38That's reciprocal back and forth.
31:40Whatever they tax us, we will tax them.
31:46If they do non-monetary tariffs to keep us out of their market,
31:53then we will do non-monetary barriers to keep them out of our market.
31:59It's a lot of that, too.
32:00They don't even allow us in their market.
