00:00Malacañang has welcomed the United States' decision to exempt the Philippines from its aid freeze,

00:06allowing retention of crucial security assistance.

00:09Moving forward, Palace describes this as a significant development.

00:13PTV's Kenneth Paciente has the details.

00:18Malacañang welcomes the exemption from the United States in its aid freeze for the security forces of the Philippines,

00:25according to the Palace.

00:26This decision by the U.S. government is a significant development.

00:30This means that the US$336 million assistance from the United States to the Philippines

00:36for the modernization of the country's security forces will push through.

00:40This is part of the US$500 million Foreign Military Financing, or FMF,

00:44approved by the U.S. Congress last year under the Biden administration.

00:49According to Malacañang, while the government is not neglecting the AFP modernization program,

00:54this initiative will be easier to implement with the help of the U.S.

00:58Malacañang also clarified that it would be best for the Senate to request President Ferdinand R. Marcos Jr.

01:28to convene a special session to initiate the impeachment trial of the Vice President.

01:33It would not look good if the President himself calls for a special session in the Senate,

01:38especially with issues linking him to the impeachment.

01:41If you will look and read the approvations of the Constitution,

01:45you will see to forthwith proceed, alright?

01:49Pero wala po makikitang time element.

01:51Is it to forthwith proceed even during recess?

01:57Because they can proceed definitely if there is session.

02:02There's no question about that.

02:04But to proceed during recess, grey area po ya sa Constitution.

02:09The President is also currently conducting an evaluation of officials from various government agencies.

02:14But it is uncertain for now whether there will be a reshuffle.

02:18However, with the appointment of Secretary J. Ruiz to the PCO, changes are to be expected.

02:23Nagkaroon na po ng meeting, at sinabi niya po talaga na magkakaroon ng pagbabago.

02:28At maaaring may maritain, maaaring may mawala.

02:32So hintayin po natin kung ano yung magiging order ni Sec. J. Ruiz.

02:36Meanwhile, during today's commemoration of the EDSA People Power Revolution,

02:40the Palace emphasized that the President has no intention of erasing history.

02:44Even though this day has been declared a special working day,

02:47there is no directive from the President to prevent anyone from commemorating the EDSA Revolution,

02:52nor is anyone being restricted from participating in related activities.

02:57If there is the intention to erase the memories of EDSA People Power,

03:04ibang klaseng pamamaraan ang gagawin.

03:06As a matter of fact, we declared it a special working day,

03:09but it is considered just a regular working day.

03:12But what's the purpose of a special working day?

03:15It's to encourage people to join any event kung kanilang kailangan i-commemorate ang isang affair.
