Putrajaya did not introduce the Urban Redevelopment Act (URA) in haste, as it has been an ongoing effort by the previous administrations since 2012, said Prime Minister Datuk Seri Anwar Ibrahim.

Speaking during Prime Minister’s Question Time (PMQT) in Parliament on Tuesday (Feb 2025), Anwar stated that the proposed legislation aims to facilitate the redevelopment of dilapidated or abandoned projects.

00:00The constitution of this city has been drafted more than 10 years ago.
00:09First, it does not arise at all that the owner of the land without the consent of the people
00:19will be removed from the ownership of the land or the premise by force.
00:26In fact, the original status of the land will remain.
00:31Whether there is a Malay reserve or a permanent status, it will not change.
00:38Second, the government will ensure that every owner of the land understands the rights and protections provided.
00:51In countries that are struggling to build and emerging cities that are developing,
01:01of course we are facing unsafe buildings,
01:05buildings in poor areas where they have to be built,
01:11and the project will be halted.
01:13That is why, since 2012, the draft constitution has been presented.
01:20In 2013, it was drafted.
01:25And in 2015, the consultation process was initiated.
01:30So, I do not understand why the Gopoh issue has been brought up now.
01:36I would like to explain for all of you here and there.
01:41In 2020, the former Minister of Regional Affairs, Tansi Anwar Musa,
01:48proposed this renewal program,
01:51especially for houses that are over 40 years old.
01:57In 2021, Minister of Housing, Datuk Hajah Zuraida,
02:05initiated the RUU PSB renewal.
02:11On 22 March 2022, Minister of Housing, Datuk Seri Rizal Marekan,
02:19passed and reaffirmed the same principle.
02:22In YB Araw on September 22,
02:27he even established, DBKL has confirmed,
02:3130 areas for renewal.
02:36Since 2012, 74 sessions have been held.
02:43And we take into account the problems faced by the people.
02:51Let's take an example.
02:52I went to the Seri Perlis flat of Datuk Razak.
02:56It was one of the oldest flats, one of the most luxurious rooms.
03:02For the government, who sees all the new projects,
03:06the signs and the improvements,
03:08we cannot just leave it like that.
03:10So, a consultation must be initiated.
03:13But there is a case, as we know,
03:16a case in one of the projects in Rumah Pangsa.
03:21What's the horse running?
03:23Razak.
03:25Rumah Pangsa.
03:27The one on the road is Razak.
03:29Everyone agreed, but one person disagreed.
03:32Until now.
03:34Lapuk, Lemap, Daif.
03:38In the middle of the city.
03:41Can we sacrifice 99% of the projects
03:47just because of one person?
03:49That's why there is an agreement.
03:53If the building is less than 30 years old,
03:5580% must agree.
03:58It's not forced after that.
03:59Only then the consultation is initiated.
04:02If it's 75%,
04:04which is more than 30 years,
04:0650% for the building which is more than 30 years,
04:09and 51% simple majority
04:12for the abandoned houses.
04:17So, the executive authority,
04:19Rumah Pangsa,
04:21did not take over the role of the government
04:24because the land of the government
04:26remains in the matter.
04:29I don't support it because
04:32the law hasn't been established yet.
04:34But this principle, I guarantee,
04:37is in accordance with the 13
04:40constitutional institutions.
04:42In this abandonment,
04:44we do not ignore this principle.
04:47And also the principle of permissibility.
04:51Let's take the example of Kerinci Residency,
04:53which is nearby.
04:54How much is the cost of the house
04:56which is considered poor?
04:59During the reconstruction,
05:02the cost was 70,000 ringgit.
05:06418 square feet.
05:11Then, it was increased to 882 square feet.
05:17This means that the condition
05:19cannot be cheaper than before,
05:21cannot be smaller than before.
05:23These are the principles adopted.
05:27And finally, from 70,000,
05:31the cost increased to 300,000,
05:33350,000, 400,000.
05:36So, for me,
05:38ministers and the government,
05:40this is the way we want to help.
05:42Because I don't want to see
05:44my region like that.
05:45This is not about the Malay reserve,
05:48Malay land.
05:49These are all voices that
05:51actually run away.
05:53If you really want to help the Malay,
05:54this is the way.
05:56Where are the poor people
05:58that we use all our energy
06:01to build them up.
06:03As I mentioned earlier,
06:05Razak Mansion.
06:08The cost of the house
06:10increased.
06:12The area increased.
06:14800 square feet from the original 400.
06:19What I mentioned earlier,
06:21the road that goes to Razak,
06:22the village,
06:23the horses ran away.
06:25They ran until now,
06:26they didn't make it.
06:28We failed.
06:29With this legislation,
06:31we still have to deal with
06:33the person who doesn't agree.
06:35The process of mediation must be continued.
06:38But the project cannot be put off.
06:41Then,
06:43the ownership issue,
06:46like the house of Pangsasri Pahang.
06:48I don't want to explain,
06:50I'm stuck here.
06:51I just want to mention,
06:52for our information,
06:54this principle is maintained.
06:57I want to ask,
06:58what is the choice?
06:59Can we let,
07:01as far as I know,
07:02Sri Perlis,
07:03because when I saw that,
07:05I told the minister,
07:07we must do something immediately.
07:10We can't let the poor people,
07:13the majority of Malay,
07:14India is there,
07:15there is a little bit of China,
07:16but the majority of Malay is in that condition.
07:19But guarantee,
07:20the rights remain.
07:22Guarantee,
07:23the house will be more expensive,
07:24better.
07:25If now, one room,
07:27at least,
07:28two or three rooms?
07:30Three rooms.
07:32KPKT said three rooms,
07:34TPM said two supporting rooms.
07:36But three rooms,
07:37that's the condition.
07:38So,
07:39when they see that,
07:41I think we can implement it.
07:43InsyaAllah.
