00:00Secretary Vince Dizon was formally appointed as the new secretary of the Department of Transportation.

00:06His first action was to suspend the implementation of the cashless toll collection.

00:11Details of this were reported by Kenneth Paciente of PTV Manila.

00:18Following his appointment as the transportation secretary,

00:22Secretary Vince Dizon immediately suspended the full cashless payment for expressways.

00:28This was followed by the announcement by the Toll Regulatory Board or TRB

00:32that all vehicles passing through the expressways should have a radio frequency identification or RFID

00:39starting March 15.

00:41If not, they will have to pay P1,000 to P2,500.

00:46Dizon explained that the system should be changed before it is implemented.

00:51This was tried already in the past, several years ago

00:55and we probably all remember what happened in Baguintawak and in other choke points on NLEX and SLEX.

01:02It was a mess.

01:04Because, I guess, for whatever reason, the information was not disseminated.

01:08Dizon also called this approach anti-poor

01:11because not everyone can or has the time to upload their RFID.

01:51The secret will also focus on short-term solutions to their transport system,

01:55including making the EDSA busway more efficient by quickly dispatching buses to avoid traffic congestion.

02:13The secret will also address the issues faced by some big-ticket infrastructure projects,

02:18including the right-of-way issues.

02:21The right-of-way solution will not come from the Department of Transportation.

02:31from our mayors, from our governors.

02:33It will come from our private sector

02:36because a lot of the land that needs to be used is in the hands of the private sector.

02:42And we have to work together.

02:45And it will come from the various agencies of the national government.

02:48When it comes to the PUV modernization, Dizon said that he is in favor of this,

02:53but that he still needs to study this well and get the support of the transport workers.

02:58It's a brainer, but I think you need to study it well.

03:02I admit that I'm not familiar with the issues,

03:06but from what I've read in your reports in the past,

03:09what we really need to talk about here are the transport workers,

03:16our operators, our drivers.

03:18Because at the end of the day,

03:20what are the additional expenses,

03:24the need to bear, the need to pay,

03:29and we need to talk about it well.

03:32And I think that's what we need to do.

03:36We need to have a sincere conversation.

03:38I admit that our operators, our drivers,

03:44are not in favor of modernization.

03:50But I think you have your concerns.

03:55The government is listening.

03:57The LTO will also ask for a faster process for the plates.

04:01Because of the new technology,
