00:11I think there's disarray now in the Trump foreign policy apparatus because so many of

00:19The National Security Council staff, where I worked for four years under President George

00:23W. Bush, it is the place where ideas are vented, are then compared with the president's

00:34overall agenda.

00:35And it's the National Security Council staff that has to make sure each agency that has

00:39an interest in any issue gets a fair hearing.

00:42And the National Security Council staff right now is terribly understaffed.

00:46So those sorts of debates, policy debates between and among the various elements of

00:51U.S. government are not happening.

00:53So we're getting disarray in many cases.
