00:17In his visit to the 74th anniversary of the Department of Social Welfare and Development,
00:22President Ferdinand R. Marcos Jr. insisted that the government should continue to provide services
00:29through new development models that will serve as a blueprint for the prosperity of the Filipino family.
00:37The President himself is the first to launch the Family in the New Philippines,
00:41which includes programs and services that will provide guidance in increasing the living standards of DSWD beneficiaries.
00:49Its aim is to introduce programs that not only provide financial assistance,
00:54but also in psychosocial interventions, care, and residential facilities for various sectors of society.
01:01This initiative aims to strengthen family development and welfare in every stage of life,
01:08recognizing that nurturing households are the cornerstone of a thriving nation.
01:13In this program, we will examine the condition of each family in order to determine their real needs.
01:22At the same time, we will implement measures to ensure that the government provides sufficient and timely assistance in their situations.
01:34HELPS, or Harmonized Electronic License and Permit System,
01:39is an online platform for easier registration, accreditation,
01:44and obtaining licenses from social welfare and development agencies, or SWDA.
01:49Through this, they can now go down to only 12 stages of their journey from the previous 40 stages.
01:57So if they used to spend 6 months in the process, it will only take 7 days.
02:03MTA, or Minors Traveling Abroad Systems, was also launched for online applications for minors who want to leave the country.
02:12It encourages the safety and well-being of young Filipinos who travel to different countries.
02:17These endeavors reflect a government that listens and that responds,
02:22a government that evolves to meet the needs of its people.
02:26Alongside these innovative initiatives,
02:28the Executive Board did not ignore the achievements of the DSWD in the past year,
02:34particularly when the President recognized the Pantawid Pamilyang Pilipino Program, or 4-PiS,
02:39where he pointed out that only last year,
02:424 million households received assistance from the program.
02:46The President also recognized the Sustainable Livelihood Program of the DSWD,
02:50which was given assistance to more than 270,000 households.
02:55He also emphasized the agency's rapid response to calamities
02:59through the proper use of its Quick Response Fund.

03:07but behind that assistance, you have also provided hope
03:11to families rising from hardship,
03:14to communities devastated by calamities,
03:17to individuals who need to feel that their governor
03:22is there by their side, ready to assist.

03:34Time and again, we have seen how that vision translates into action,
03:39whether in the Swiss distribution of aid after a typhoon,
03:43the consistent support for struggling families,
03:46or the enduring commitment to sectors often overlooked by society.
03:50The President also reiterated the importance of the assistance and support of Filipinos
03:55to properly implement the government's programs
03:59whose main goal is to improve the quality of life of every Filipino.
