US President Donald Trump uses his unpredictability strategically, impacting both allies and adversaries during his presidency, former US Ambassador to Azerbaijan Matthew Bryza says.

00:19I think, I think Trump is, he's been shooting from the hip, yes, you know, notoriously during

00:26an election campaign, I mean proposals are not rigorously thought through because you've

00:30got thousands of staffers all competing for the candidate's attention, trying to say something

00:36that's provocative and bold, and so those are not policy initiatives, so it's very common

00:42that foreign policy initiatives deviate in reality from the campaign.

00:46But Trump is continuing that unpredictability into his administration, A, by design, he

00:51believes unpredictability is a useful tool to keep his opponents and friends on the back

00:58of their heels, or on their toes, but also I think he also, he does not yet have a rigorous

01:05policy making process in place.
