When the daughter of 911 operator Pamela is kidnapped, her ex-husband Jeremy, a senior police officer, follows the kidnapper's rules and goes to various locations around the city, causing chaos and destruction in the process. Not knowing who or why, the policeman and his partner try to outsmart the attacker and save the girl.
