00:00The Commission on Elections wants to implement a policy that allows warrantless arrests against

00:05vote buyers and sellers to ensure clean and honest elections. Luisa Erispe tells us more.

00:13Those guilty for vote buying and vote selling won't be able to escape from the law this time.

00:19This after the Commission on Elections released a resolution which allows a warrantless arrest

00:25for vote buying and peddling and also those abusing the resources of the government.

00:30Based on Resolution No. 11104 released by the PAL and the Committee on Kontrabigay,

00:36law enforcement agencies may immediately arrest vote buyers and sellers as long as they are caught

00:42in the act during the election day. Police officers are also allowed to confiscate sample ballots,

00:48campaign materials, and other goods to be used as evidence before a court of law.

00:53The Comelec explained this was already implemented during the Barangayan SK

00:57elections last 2023 and this will be re-implemented for the midterm elections.

01:03Meanwhile, on the same resolution, the Comelec will also implement an Ayuda ban

01:0810 days before May 12. Programs giving financial aid to people such as DOLES TUPAD,

01:14ACAP, AICS, and 4Ps of the DSWD will be banned starting May 2.

01:20Whoever candidate or their spouse or family member is seen and caught in violations such

01:25will be held liable for vote buying.

01:28All kinds of aid are prohibited 10 days before the election.

01:32At the moment, only AICS is prohibited 10 days before the election.

01:38But the committee led by Commissioner Ernesto Ferdinand Maceda

01:42is pushing for all kinds of aid to be prohibited.

01:46The Comelec also reminded candidates of the spending ban to take effect on March 28.

01:51The commission reminded agencies that if abused by any candidate,

01:55the exemption may be recalled. The exemption is also not applicable from May 2 to 12.

02:00Meanwhile, for ACAP, the Comelec is still waiting for the guidelines from the DSWD

02:05to formalize its exemption.

02:07We can approve the distribution of ACAP during the campaign period of 45 days before the election

02:14but that is conditional. If we do not submit the requirement that we are asking for,

02:20its implementation will not be effective.
