00:00President Bongbong Marcos' budget is now looking for agencies that lost or reduced their funds in the Ipinasang 2025 National Budget.
00:11There are also some funds that the President wants to return to the original of this project.
00:17Ivan Mayrina is on the case.
00:23The original budget can be described as sub-optimal.
00:27We are working to make it optimal once again.
00:30President Bongbong Marcos is continuously asking for help from his departments to find programs that lost or reduced their funds
00:37in his signed version of the 2025 National Budget.
00:41With his help from the Department of the Interior and Local Government earlier,
00:44more than P1 billion was lost in some priority projects such as the Information Technology IT Program,
00:50PNP National Police Clearance System, Drug-Related Integration and Generation System.
00:56And where did the funds go?
01:00They put almost P1 billion in the All Terrain Amphibious Rescue Vehicles for Region 5, specific to Region 5.
01:10They also put additional P500 million in the Intelligence Fund.
01:16The President is asking for the funds transferred to the original of the project to be returned.
01:20P500 million was transferred to an integrated 9-1-1 system throughout the country.
01:27If the project is implemented, the police and firefighters will be able to respond to any emergency within three minutes.
01:33The executives are trying to find a way to find the funds that were removed by the congressmen from the IPLAS GAA.
01:41But how will this be done?
01:43Now, the GAA is under the control of an open law,
01:45which will determine the amount of funds in each line listed here.
01:50The DILG responded to this by sending a line to the President's veto message.
01:54In the exercise of the budget execution doctrine vested upon the Executive Branch,
01:59it is understood that the increases in appropriations and new budgetary items introduced by the Congress in the budget
02:07shall be subject to the national government's cash programming,
02:11observance of prudent fiscal management, applicable budget execution rules and procedures,
02:16and approval by the President based on the program's priorities of the government.
