00:00The DSWD assures that the ACAP or Ayuda para sa Kapos Ang Kita program will not be used in politics,
00:08especially now that there will be elections.
00:10This is part of a group's request in the 2025 National Budget.
00:15Tina Pangniban-Perez has the story.
00:21Almost 5 million Filipinos who are considered near-poor
00:26will benefit from the ACAP or Ayuda para sa Kapos Ang Kita program in 2024
00:32according to the Department of Social Welfare and Development.
00:35More than 26 billion pesos will be distributed,
00:38less than more than half a billion in allocation.
00:43The beneficiaries will receive P5,000
00:46which can be used as medical aid, food, shelter, or cash.
00:52To be included in the program, the income should be below the poverty threshold,
00:57but not yet a beneficiary of any government program.
01:01But for the many beneficiaries,
01:03there are those who ask if it is possible to use it in the upcoming elections.
01:08According to ACT Teachers Party List,
01:10the funding for social services should be added,
01:14including for education and health.
01:17This budget, as we said, is full of pork.
01:26The budget removed from PhilHealth should be received by the funds,
01:32including from DepEd and other education sectors.
01:40But for the House Appropriations Committee,
01:43ACAP is showing that it can use the government's funds without doubt.
01:50It is expected that DSWD, Department of Labor and Employment,
01:55and National Economic and Development Authority will meet on January 3
01:58to discuss the guidelines for the issuance of funds for ACAP.
02:04DSWD is now insisting that the program cannot be used in politics.
02:10Social workers and not politicians are blaming the applications
02:16of those who want to join the program.
02:18They are also saying how much the beneficiaries will receive.
02:23The district also has no allocation for ACAP.
