01:58The MPCC should recommend to the Secretary.

02:03And the Secretary can declare a food emergency upon careful recommendation.

02:11To help those who want to have a high price of rice,

02:17the Department of Agriculture will continue to sell 40 pesos of well-milled rice

02:23under the Rice For All program.
