00:00President Bobo Marcos studied that more than Php 11.5 billion was returned

00:05that was allocated to the budget of the Defense and 2025 National Budget

00:09that was strengthened by the Congress.

00:11According to the GMA Integrated News Research,

00:14it turns out that the budget of the DPWH is bigger

00:18compared to the education sector.

00:20And according to a former senator, that is against the law.

00:33the budget of the Department of Education

00:35to the approved budget of the Bicameral Conference Committee

00:38was dismissed by the Education Secretary, Sanio Angara.

00:41Php 10 billion was returned

00:43for the 2025 Computerization Program.

00:47President Bobo Marcos said,

00:48he will find a way to return this amount.

00:51I think it is contrary to all our policy direction

00:56when we talk about the STEM development

01:00of our educational sector

01:04and then to the continuing development

01:08because the Php 10 billion that was lost

01:11comes from the computerization item.

01:16So we're working on it

01:19to make sure that we will restore it.

01:22The insertions or additions of other laws

01:26to the DPWH's fund

01:28amounting to more than Php 288 billion

01:32were also dismissed from the budget of the Department of Education

01:35to become more than Php 1 trillion.

01:37We will look into the insertions in the public works

01:44and see which ones are absolutely necessary.

01:47And maybe we'll look at the others

01:50to see if they are really critical.

01:54Public works is still going to be

01:56one of the top recipients of budget

02:02We have big projects that we have to put in place.

02:05Infrastructure is important.

02:07And don't forget flood control

02:43Php 1.1 billion was also lost.

02:46Under the 1987 Constitution,

02:48the sector of education should have the highest priority in the budget.

02:53But former Senator Ping Lakson said

02:55that the BICAM made a mistake here.

02:57In doing so, the DPWH got the highest budget priority

03:02and not the DepEd, SUC, CHED, and TESDA.

03:06But Congressman Jefferson said that

03:08even if the DepEd is paid,

03:10the fund of the education sector is still higher.

03:13If you combine the budget of the Department of Education,

03:19CHED, SUC, and TESDA,

03:23the budget of our government is still higher

03:28in education.

03:30That's why we need to look at this in totality.

03:34What is being given by the government's fund.

03:42But in the computation of the GMA Integrated News Research,

03:45even if the fund of all in the education sector

03:49including other educational institutions is combined,

03:52it is still lower than the budget of the DPWH.

03:56Senator Grace, the Chair of the Senate Finance Committee, said

03:59that they are taking advantage of the President's power in the budget.

04:02The education sector is still a priority.

04:05They increased the budget for students and teachers.

04:08In a separate statement, he also said that

04:10the budget was doubled for the Teaching Supplies Allowance.

04:14In an investigation by the Commission on Audit,

04:16only 50% of the 2023 budget for the computerization program was used.

04:22That's why the delays in procurement and other problems

04:25should be fixed before the budget is increased.

04:27Angara said that the utilization rate of the computerization program

04:31The utilization rate of the computerization program is 90 plus percent.

04:35We know that that was the problem in the DepEd, the delay.

04:40So now, we are really speeding it up.

04:43Senator Migzubiri said that President Marcos can tell the BICAM

04:47to meet again to fix the budget.

04:49Possibly, we did that for the Coco Levy Fund,

04:52we did that for the Agriculturalist,

04:55we did that for the Anti-Smuggling Act,

04:58we did that for the BICAM report to fix it.

05:02We can do overtime.

05:04For us, the countrymen, that's the budget.
