00:00Makabayan Block is now starting to look for signatures of lawmakers to endorse their impeachment complaint against Vice President Sara Duterte.
00:11They want to get 106 signatures or more than one-third of the current member of the House of Representatives
00:19so that it can be directed to the plenary and be transmitted immediately to the Senate.
00:23Tina Panganuy-Perez has the story.
00:25Makabayan Block is now looking for signatures of lawmakers to endorse their impeachment complaint against Vice President Sara Duterte.
00:37Earlier this morning, ACT Teachers Party List Representative Franz Castro posted in their group chat
00:45a copy of the impeachment complaint filed by more than 70 ordinary citizens and endorsed by Makabayan Block.
00:53We will just give a copy to our colleagues through our GC so that they can study.
01:03And then on Monday, if they read it and they agree and want to endorse, they can sign on the form we gave.
01:15Makabayan Block's target is 106 signatures or one-third of the original number of members of the 19th Congress.
01:23But according to House Secretary General Reginald Velasco, they only need 103 signatures because 307 is the total number of congressmen
01:33because there were some who were elected or removed from the cabinet.
01:40106 so it's not technical?
01:42Yes, 106.
01:44Because if they said that it's still included in the roll of those who died or this or that,
01:51at least we have a sure number of 106 when it's totaled.
01:56Ma'am, has there been anyone so far as of today who told you that they will sign?
02:02Not yet.
02:03It's time for those who are advocating for impeachment because the Congress will recess from December 21
02:10and in just a few months, it will be the election of 2025.
02:13If pro-impeachment got the signature of one-third of congressmen, the complaints will not be heard in the chamber.
02:21It will be submitted to the Senate as an impeachment court.
02:25If not, the time for the Secretary General of the Chamber to transmit the impeachment complaints to the Office of the Speaker.
02:34The Speaker has 10 session days to include the complaints in the order of business of the plenary.
02:41There are also three session days to refer the complaints to the House Committee on Justice.
02:47Before the committee can conduct a hearing, the complaint must first be seen if the complaint is sufficient in form and substance.
02:55If sufficient, Vice President Sara Duterte has 10 days to answer the accusations.
03:02I think it's calendar days because it's mentioned as session days.
03:05It's only 10 days to file the answer.
03:08My understanding is that it's session days.
03:11By session days, it is Monday to Wednesday only.
03:14We don't have a session on Thursday and Friday.
03:16No matter what happens, a colleague of Vice President Duterte is expecting impeachment in the Senate.
03:23I am expecting for the worst. There will be impeachment.
