00:00Thank you, Speaker. My question is question number two.
00:03Please go ahead, Minister.
00:05Thank you, Speaker. Thank you, Muhammad Muah.
00:08Mr Speaker, the Women, Family and Community Coordination Council, KPWKM,
00:13through JKM, is an agency that is responsible for managing and distributing
00:18welfare assistance from the United Nations to help the continuation of life
00:23and lighten the burden of vulnerable groups that are deserving and in need.
00:28This assistance is temporary so that they can get out of poverty and live independently.
00:34The welfare assistance distributed by JKM is based on the needs and qualifications
00:41that are means-tested.
00:43At the moment, JKM is using the PGK poverty line as one of the conditions
00:50based on the qualifications of the welfare assistance request.
00:54However, it should be noted that the PGK is not the only measure or single assessment
01:01in considering every welfare request.
01:05This is because there are various other factors that are also taken into account
01:10to ensure that they are qualified and need to get access to the assistance
01:16provided by this government and indeed intended to help them.
01:22These other values include family social support as a whole,
01:27such as family responsibility, chronic health issues,
01:31neat maintenance requirements such as OCU, psychosocial and so on.
01:37For your information, starting from January 2024, JKM has started using the new PGK,
01:44namely PGK 2022 with the value of Rp 1,198.
01:52In the process of reviving and refurbishing this PGK 2022,
01:56the implementation implementation unit of the Ministerial Office,
02:00ICU-JPM and the Malaysian Revenue Office, DOSEM,
02:04which is an agency under the auspices of the Ministry of Economy,
02:07has implemented it together with the income survey
02:12and the basic ease survey.
02:20Indeed, I would like to emphasize once again that JKM implements the means test
02:26in evaluating every welfare request so that every case is managed
02:31by taking into account the actual situation and the broader picture,
02:36such as economic factors, localities, OCU and so on,
02:42and not only from the perspective of their total income.
02:48Mr. Lhamuah.
02:51Thank you, Mr. Minister.
02:53There are many agencies, ministries and governments
02:58that help those in need.
03:01For example, the Ministry of Welfare, Zakat, Baitulmal,
03:05there are also special assistance under the state government.
03:08Is there a government that proposes to establish a hub or one-stop center
03:15for this welfare assistance so that it can be properly managed
03:19so that there are no obstacles from the perspective of assistance
03:22or corruption?
03:24If there is a one-stop center, it may be easier for us to have
03:29comprehensive assistance delivered to one family
03:32so that the family is exempted from poverty.
03:35Thank you, Mr. Minister.
03:37Mr. Minister.
03:38Thank you, Mr. Mohamad.
03:39Actually, so far, there has not been such a plan.
03:43Because we know that in addition to JKM, we have Zakat,
03:48and others that provide as well.
03:50So we allow it to happen so that it can help.
03:54Because of what we see at the moment,
03:57I think many people say that it is not enough.
04:00Especially those who live in the city.
04:02So if you look at it, even though people say that this is not enough,
04:08but we see from the perspective of how many children they have,
04:11what is the category of those who are in that family.
04:15The mother, maybe the elderly, we provide other assistance.
04:20Even though the head of the family, with permission,
04:24does accept it, but we allow the children who are OKU
04:28in other assistance.
04:29So we diversify it and we allow anyone to get it
04:33so that it can reduce their burden.
04:36Thank you, Mr. Mohamad.
