More disturbing surveillance video showing Irvo Otieno’s last hours in police custody before being pronounced dead has been released. Ten people have been charged by the Dinwiddie County prosecutor with second-degree murder in the case.

00:00A new disturbing surveillance video showing Ivo Otieno's last hours in police custody before
00:05being pronounced dead at the hospital has just been released. In previously released surveillance
00:10footage from a psychiatric hospital, a group of police officers and medical staff employees are
00:15seen pinning down Otieno, a 28-year-old man with a history of mental illness. The new footage,
00:21which was taken hours before the hospital surveillance video, shows Otieno inside his
00:25jail cell. After he seems to refuse clothing given to him, a group of officers rush into
00:30his cell. It is during this altercation that surveillance video appears to show officers
00:34resort to physical violence. After 14 minutes, Otieno's limp body is carried outside his cell
00:40and he is loaded into a transport van where he is then taken to a psychiatric hospital
00:44approximately 50 miles away. After arriving at Central State Hospital in Virginia, police
00:48officers and medical staff piled on top of Otieno for roughly 11 minutes and he was asphyxiated in
00:54the process. Ten people have been charged with second-degree murder of Otieno, including
00:58seven deputies and three hospital employees.
