00:04because of the next wave entering the country.

00:07They are happy because the flood water is coming down,

00:10but they are afraid of the upcoming typhoons.

00:20Ace, the floods are coming down here in many towns in Cagayan,

00:25but it seems that it will be delayed

00:28because of the upcoming typhoon Ophela.

00:34As the water level in Cagayan River is going down,

00:37the floods are also coming down in many towns here in Cagayan.

00:42For now, it is only 9 meters below critical level,

00:48but it is still remaining at the warning level.

00:51In Tuguegarao City, the floods are coming down in Barangay Centro Jez,

00:55but it is still almost full of houses.

00:59Of course, I am sad, I am laughing, I have no problem.

01:05I just feel relieved.

01:09While in Enrile, Cagayan,

01:11the road from Situ San Juan to Barangay Lana

01:14was not allowed to pass yesterday.

01:17Even though the road is parallel,

01:20the roads are still crossed by the sea.

01:24The water level in Cagayan River is very abrupt.

01:33including the five barangays in the center.

02:44Meanwhile, the Department of Social Welfare and Development of DSWD

02:48here in Region 2 is already providing assistance to the residents,

02:52especially to those who do not have electricity and communication lines.

02:56They have now used their latest mobile command center.

03:01I am inside the mobile command center of DSWD.

03:05This is located in areas affected by the flood,

03:08where there is no signal and no electricity.

03:11But inside this mobile command center,

03:13they have updated monitoring of families or individuals affected by the flood.

03:20Aside from this, the residents can charge their cellphones freely

03:24and they can freely connect to the internet.

03:27And this is what we use during disaster response

03:31so that we can go around, especially in areas

03:34where there is no electricity and no signal.

03:36Since the Nica Flood broke out,

03:39it has already reached several towns in the province of Isabela.

03:42Meanwhile, DSWD is assuring that they are ready for the upcoming Ophel Flood.

03:48Even though this is the fifth flood in a row,

03:52it will hit Cagayan within almost a month.

03:59Just like the floods that have passed,

04:01we are able to respond to the needs of the LGUs.

04:07At present, two gates of Magat Dama are still open

04:12and this is one of the reasons why the flow of Cagayan River is slow.

04:24At present, the town of Santa Ana is already submerged in the signal number 4.
