00:02October 30 is declared as the National Day of Charity.

00:07And according to Proclamation No. 598,

00:09the Philippine Charity Sweepstakes Office of TCSO

00:13has been appointed as the head of this initiative.

00:15You're right, Dianne.

00:16But it's really important that we emphasize

00:19the importance of cooperation.

00:22Today, we will be joined by the General Manager

00:26of the Philippine Charity Sweepstakes Office,

00:28Melchizedek Robles.

00:29Sir Mel Robles, GM, good morning and welcome to Rise and Shine.

00:32Good morning to all of you.

00:34Good morning and welcome to RSP.

00:36TCSO is really dependable in cooperation.

00:40Many of our fellow Filipinos have already been helped by TCSO.

00:44And this October 30, National Day of Charity, GM,

00:47what are the activities that we have prepared for this day?

00:51First of all, Dianne, thank you very much for inviting me here.

00:57I just want to thank TCSO,

01:01our President, for declaring Proclamation No. 598.

01:05Because of this, for the last 90 years,

01:08this is the only time that we will be given an award

01:11for what we do, which is kawanggawa, charity.

01:14So now, the whole nation is focused,

01:16the whole bureaucracy is focused

01:19on the importance of kawanggawa.

01:22It's an important part, especially in the mandate

01:26of TCSO and in line with the Constitution

01:30of the Prohibition of Providing Welfare

01:33and Improving the Lives of Filipinos.

01:36Now, kawanggawa has been given an award.

01:39So we are happy with that.

01:41We are doing a lot.

01:43For example, we will be giving ambulances nationwide.

01:46This is very important for providing mobility.

01:51If you remember during the pandemic,

01:54we were using tricycles.

01:56We are very much in need of ways to improve

01:59our system of bringing the patients,

02:03our fellow Filipinos who need to go to the hospital.

02:06We are very prominent in that.

02:08And also our medical program.

02:10Aside from PhilHealth, which we also provide the funds,

02:13by the way, we are also the last line.

02:16Until recently, from Congress,

02:18they encouraged us to use the funds

02:23to pay for the professional fee.

02:25That's a big thing.

02:27Because it's not covered.

02:30Because it's unregulated.

02:34But we did it.

02:36Anyway, it's the same budget.

02:38Let's use it.

02:40You'll be surprised.

02:42The patients who are being paid are already home.

02:44Can you imagine?

02:46I'm sure you never thought of that.

02:48But we have a lot of cases.

02:50Because of that, we pay for the hospitalization

02:59We have fellow Filipinos

03:11We might be working towards

03:13a universal healthcare

03:15that is really zero.

03:17Which is our dream.

03:21That's the ambition of our President.

03:25Not just to ease the hardship,

03:27but to eradicate it.

03:29That's our goal.

03:31Because it's hard to get sick.

03:33And it hurts your head.

03:35How will you pay for it?

03:37It's all gone.

03:39All that you've saved,

03:41it's all gone.

03:43GML, there are a lot of people

03:45who want to help PCS.

03:47But there are partner agencies

03:50and organizations.

03:52Yes, there are a lot of us.

03:54First, the hospitals.

03:56We'd like to thank them.

03:58We asked them yesterday

04:00to have a relationship with us.

04:02Most especially,

04:04to accept our guarantee letter.

04:06We just write them

04:08and tell them

04:10we are guaranteeing this much

04:12for this patient.

04:14These are the bigger hospitals.

04:16Name the biggest hospitals in Metro Manila.

04:18Working with us.

04:20Hospitals are fun.

04:22We have charitable institutions

04:24who do the same job,

04:26but they need funding

04:28and they have presence

04:30and they have their own specialized way

04:32of delivering charity.

04:34We taught them too.

04:36It's like a force multiplier.

04:38In the security sector,

04:40they need force multiplier.

04:42That's how we are in charity.

04:44We try to multiply our forces.

04:47We try to multiply our presence

04:49by partnering with these institutions.

04:53Aside from National Day of Charity,

04:55it's also the anniversary of PCSO.

04:57Yes, it's been 90 years.

04:5990 years! What a mass!

05:01Congratulations to PCSO.

05:03What activities did we prepare

05:05for the anniversary of PCSO?

05:07Well, number one,

05:09we invited everybody

05:11to join us

05:13in informing

05:15the public in general

05:17that there is such thing

05:19as National Day of Charity.

05:21We encouraged them to do an act of charity.

05:23For example, in the courts,

05:25in the Supreme Court,

05:27they have a program

05:29where they will hasten

05:31the release of the decisions.

05:33Something like that.

05:35In line and in support

05:37with the National Day of Charity,

05:39each agency has its own

05:41charitable act that will be held for this day.

05:44So,

05:46it's a recognition

05:48that the government

05:50is compassionate

05:52with the Bagong Pilipinas brand.

05:54Compassion is part of that.

05:56Improving the lives of people

05:58is an important part.

06:00Simply put,

06:02that's our motto.

06:04We have to be charitable with each other

06:06because you might be doing

06:08charity to yourself later on.

06:10We don't know.

06:13For government agencies,

06:15it's a call for action

06:17to do something good.

06:19Even if it's symbolic,

06:21at least we'll be aware

06:23that we have to do

06:25an act of charity.

06:27For those who are

06:29veterans like me,

06:31I noticed that

06:33this is a part of the anniversary

06:35because I saw that the Patmani

06:37grew to 90 million pesos.

06:39That's our gratitude

06:41to Jackpot and Pagdiriwang.

06:43We increased it and of course,

06:45we marked it 90 because

06:47PCSO is already 90 years old.

06:49So, all of our Jackpot

06:51and Bering Gapes,

06:53if it's already high,

06:55it's still 90.

06:57We don't lower it to 90,

06:59but all of them will be at least 90

07:01or higher if it's already high.

07:03But I think now it's all 90.

07:05So, that's our gratitude

07:07to the donors.

07:10Who, by the way, are supporting

07:12our charity projects.

07:14Our games

07:16are our means

07:18of raising funds

07:20for charity in accordance with our Charter.

07:22So, we do that.

07:24Last year, we also did that in our 89th year.

07:26Now, 90 years,

07:28we are increasing all the Jackpots

07:30to 90.

07:32Last year, it was half a billion.

07:34But yesterday,

07:36usually, I checked the results

07:38and I was surprised

07:40because the pot money was supposed to be

07:42at 16 million or 5 million.

07:44When the Jackpot price hit,

07:46it will go down to the small pot money.

07:48I was surprised that all of them are at 90 million

07:50because of this anniversary.

07:52Later, you will be happy.

07:56Speaking about the charity day,

07:58the National Day of Charity,

08:02to the ordinary Filipinos,

08:15Definitely, that is our call.

08:21that charity begins at home

08:23but it should not end there.

08:25We, Filipinos,

08:27we are charitable

08:29but most of the time, it is among the family.

08:31So,

08:33in situations like this,

08:36all government agencies

08:38and private entities

08:40are helping

08:42to alleviate

08:44the poverty of Filipinos.

08:46Especially,

08:48the hardest hit,

08:50the typhoon Christine.

08:52And by the way,

08:54our Jackpot winner last Sunday,

08:56the outlet name

08:58is Christine.

09:00And they won 321 million plus.

09:02So,

09:04maybe,

09:06people really need it.

09:08Oh, he won.

09:59because this is what supports

10:01our charitable work.

10:03As we said,

10:05PCSO is not

10:07just about helping.

10:09And because of that,

10:11we also want to remind

10:13those like you, Mr. Naya,

10:15that in every way,

10:17there is a way.
