00:00Two years ago, the NT made history as Australia's first jurisdiction to raise the minimum age
00:08children could be charged with a crime from 10 to 12.
00:11Today, the reversal of that change, another historic first.
00:15I know because I've done a lot of research in some of these children.
00:20Working the child protection system for 20 years in the Northern Territory, it's a bloody
00:24national crime shame.
00:27The government fast-tracking the legislation to amend the criminal code.
00:31The change will deliver a second package of election pledges after new bail laws, known
00:35as Declan's Law, passed last night.
00:38Normally even if you pass something on urgency, you have a day or two to actually see what
00:43the legislation is and then be able to make an informed decision.
00:47The Chief Minister, unapologetic.
00:50We have an obligation to deliver the government we promised Territorians we would be and I'm
00:55very proud to leave a team.
00:57That is getting on with the job.
00:58The Chief says the change will allow government agencies to intervene early with no detail
01:03on how that would happen.
01:05We have discretion about what action we take.
01:07That could be a caution, it could be a diversion, it could be a charge.
01:11The opposition leader against the move.
01:13It is a dark day for the Northern Territory to be going steps backwards in time.
01:21But cautiously supporting two more amendments to the criminal code to create stand-alone
01:26offences for ram raids and boasting about crime on social media.
01:30The Chief Minister has moved swiftly in the first week of parliament to enact her government's
01:34promised community safety plan.
01:36But she's stopped short of staking her political future on reducing rates of crime in the NT.
01:41If at the end of your term crime rates haven't decreased, will you follow suit and resign?
01:48My commitment to Territorians has been crystal clear.
01:51We will reduce crime, rebuild our economy and restore our lifestyle and in four years
01:56time I encourage every Territorian to judge us on our actions.
02:01Promised mandatory sentencing and public nuisance drinking laws will be on the agenda when parliament
02:06resumes next week.
