00:16Sir Joey, good afternoon and welcome to the new Philippines today.
00:21Good afternoon also.
00:23Sir, overall, what can you say about the participation of the country
00:27led by President Marcos Jr. in the ASEAN Business and Investment Summit in Salao?
00:36The result of the participation of the Philippines,
00:41the leadership of President Marcos is good
00:47and President DTM is well-respected among the ASEAN leaders.
00:54We were helped here by the ASEAN Business Advisory Council.
01:00This is the private sector arm.
01:02So, there is a government and a private sector.
01:05So, the government and private sector are in teamwork.
01:08Salao has a lot of land.
01:19But we saw that Salao is struggling as a country.
01:28I guess this is where we have brought forward a program,
01:34the ASEAN Food Security Alliance.
01:37That is a program that we launched with the President a couple of months back.
01:45Also with the Department of Agrarian Reform, Secretary Estrella.
01:51Because the important thing here is the land that is not used by the government.
01:58They are accumulating all of this.
02:03Eventually, we will be signing a Memorandum of Agreement with Secretary Estrella.
02:10Our big brothers, the agri-companies,
02:16because the Philippines is a bit of a challenge in agriculture,
02:21but the big agri-companies are a big deal.
02:25If they will come here and help the farmers
02:29and there are available lands that are government-owned,
02:35they can lease this land to the big brothers,
02:41who in turn will embrace the farmers.
02:44So, our big brothers will be mentors.
02:48It is important in a business to have a mentor.
02:52Sometimes, it is hard for small farmers because their land is small,
02:58they don't have a scale and they don't have a mentor.
03:02This is very important, the mentor.
03:04The technology of the big brothers in agriculture is really different.
03:09It is at a very high level.
03:11So, that is our plan.
03:13President Marcos is supportive here.
03:16He knows that agriculture is our biggest challenge.
03:20There are a lot of micro and small farmers here.
03:24So, if they are good at farming produce,
03:34whether it's rice, durian, etc., corn,
03:39that is a big thing.
03:41So, this has been on the works for maybe a year and a half today.
03:46So, the ASEAN Food Security Alliance,
03:50we will partner with other countries,
03:53like Laos, Malaysia, Indonesia, Vietnam, Cambodia.
03:57So, the big brothers here in agriculture will also meet the big brothers in the Philippines.
04:04So, we're forming these 10 countries to come together
04:08and help on ensuring that within these countries,
04:12everyone will rise up in agriculture.
04:15And some of these countries are really good.
04:19And we are also good in certain food crops.
04:22So, this exchange has started.
04:24And if we're able to do this,
04:27then within ASEAN, the 10 countries, we may be self-sufficient.
04:31And that's the purpose of why we created ASEAN.
04:37It's a body that will help all ASEAN have scale.
04:43As we come together, we will have scale.
04:45So, that seems to be moving along very well.
04:49And that's going to be the Philippine legacy project
04:53of ASEAN Business Advisory Council in the Philippines for 2026.
04:58So, hopefully, we are starting this early.
05:01And when we host ASEAN in 2026,
05:04then we are ready to implement.
05:10Okay.
05:11How do you see the role of the Public-Private Partnership
05:15to use food security in the ASEAN region?
05:19And what is the effective action that you see to achieve this?
05:25Well, Secretary Estrella is supported
05:29because she is in charge of land consolidation.
05:33These are the titles.
05:35And this is a government land.
05:39It will not be sold to foreign investors or private sector.
05:45This land will be available for lease.
05:48It can be a long-term lease.
05:50And our plan here is that there will be a lot of big agri-companies
05:57that will invest in the local companies to make partnership.
06:02So, in other words, the big agri-companies overseas
06:07will be encouraged to partner with the local agri-companies
06:10but at least they will play that role.
06:14Indeed, I'm not pushing that these huge agri-companies overseas
06:19will have direct access to the land
06:23unless there is a specific agriculture product that may require that.
06:31But I think that a lot of them...
06:34We started this when Malaysia was the ASEAN host.
06:38That was a couple of months back.
06:41I'm sorry, Indonesia.
06:44And it was well-received even with Malaysia.
06:46So, all ASEAN countries, from Laos, Myanmar, and the rest,
06:52Malaysia, Indonesia, are open to the idea.
06:55And in fact, here in the Philippines,
06:57there are three entrepreneurs here in agriculture,
07:02the Brigg Brothers,
07:03who already have an agreement here in durian and other agricultural crops.
07:12So, we're starting this.
07:14So, hopefully, when we host the ASEAN in 2026,
07:17the ASEAN Food Security Alliance
07:21will already be functioning as one focus group
07:27in providing food security.
07:30So, sir, what are the possible effects of these strategic partnerships
07:35for the beneficiaries of agrarian reform here in the country?
07:39Well, that's a big thing.
07:42One, they will now work with the Brigg Brothers.
07:46Some of them are already doing that.
07:50Because if one hectare, two hectares, three hectares,
07:55the small farmer has no scale.
07:58So, they will lose to an owner who owns almost 100 hectares.
08:04There are economies of scale.
08:06There's volume.
08:08And so, sometimes, when the farmers try to group into a cooperative,
08:14yes, there are some cooperatives that are good.
08:16So, there are some cooperatives that don't function
08:19because there are problems.
08:21Sometimes, there are conflicts.
08:23But if there is one intermediary who holds a major stake
08:30and they embrace the smaller farmers to become partners or contract growers,
08:38just like here in important agricultural companies,
08:41in San Miguel, in the U.S., in different groups here,
08:45they have contract growing, whether growing hogs, chicken, etc.,
08:50or even to implantation.
08:53So, that's the direction we're headed to.
08:56We need to create scale to be able to bring down the prices
09:01of our agriculture, agri-products.
09:05Okay. And through this alliance,
09:09how do you plan to attract targeted agriculture investments for this?
09:15Well, it's very spontaneous.
09:19So far, the Philippine agri-group has met already Malaysia, Indonesia, so far.
09:29And in Laos, we had the meeting there as well.
09:32So, this takes time.
09:34And I am surprised that with Malaysia, Indonesia,
09:39there are already people interested from Malaysia and Indonesia to partner,
09:45especially in durian and many others.
09:49So, it's just a matter of really putting it together, which we have done.
09:55So, the big agri-companies are already grouped here in the Philippines.
10:01And we are now basically meet and greet.
10:07So, we've met Malaysia, we've met Indonesia.
10:10Next, we have to go to Thailand, and Vietnam, Cambodia.
10:15So, we will work and see where is the compatibility,
10:19is there interest from these countries.
10:22Philippines can also do it in their country, or they can do it in the Philippines.
10:26So, this requires a lot of communication.
10:29We have the support of Secretary Estera,
10:33and of course, former Secretary William Dar is now with the private sector.
10:38He's been an agri-secretary for quite a long time.
10:43So, together with the owners of these agri-companies, it is moving.
10:50And hopefully, by as early as 2025,
10:56we should be starting already with these joint ventures and partnerships.
11:00So, it's not easy. Agri is a challenge in this country.
11:05But we have the best opportunity.
11:08Because if we don't scale up our small farmers,
11:13we will never eradicate poverty in the agricultural sector.
11:18So, we have to give them growth, we have to make them succeed,
11:26and we will have a more vibrant economy.
11:29We have so many farmers.
11:31So, imagine if we increase the income that they generate,
11:35the country will gain out of that.
11:38There will be greater prosperity for our farmers.
11:44Okay, sir. One last question.
11:46The Philippines will host the ASEAN Business Advisory Council next year.
11:51What is the importance of this, especially for our Filipinos?
11:56The next country that we'll host will be in 2025.
12:01That is Malaysia.
12:03Tayo ang sunod, 2026.
12:06Malaking bagay yan.
12:07Because lahat ng liderato dito sa buong mundo,
12:11US and European leaders, and ASEAN leaders,
12:18we have done that before during President Teres' time.
12:22It was successful.
12:24I'm sure under President BBM's time, Marco's time,
12:27it will be very successful.
12:29That's why this early, the private sector is working with the government
12:32to lay out the program, the plans, and the execution
12:36to really attract all the leaders,
12:39whether it is the top businessmen and entrepreneurs from America
12:42in terms of technology,
12:44or bringing in also the top entrepreneurs in agriculture.
12:53So we want to entice the private sector from all of these countries,
12:58the ASEAN countries, to come to the Philippines.
13:01And the last time under Duterte, we had Donald Trump coming here,
13:07we had Modi coming here,
13:09we had all the leaders from these developed countries
13:12coming to the Philippines.
13:14So we should duplicate that and bring China, Russian leadership here.
13:19It should be all-inclusive so that...

13:25So we have to prepare and make it one of the best events
13:29that President Marco's would do under his...
13:34This will be the only major event the President will have in 2026.
13:37So we really have to make it very successful
13:40because I believe that the impact of ASEAN to the rest of the world
13:46will continue to grow.
13:48And it is the private sector that runs the economy.
