00:00They continue the work of the first day of the National Festival of the Civil Economy

00:05in progress at the University of the Studies of Florence.

00:08The second panel addresses the civil service, not only an important policy,

00:15but a real and proper social infrastructure of Italy.

00:18Together with sports education, it represents a powerful tool of inclusion and generativity

00:25through the opportunity of a training based on experiences.

00:29Mutual help and objective training is not about profit,

00:34but rather about social cohesion and active participation in all contexts.

00:40There is a lot of participation.

00:42Without participation there would not be, fortunately, a growing participation

00:47by young people from 18 to 29 years old every day.

00:53It means that even in the new configuration of the digital civil service,

00:58the environmental civil service, the agricultural one that we sold just yesterday,

01:03and those that will come, because there are also other disciplines

01:06on which we are committed, as I was trying to define recently,

01:09we go against the needs not only of participation,

01:13but also of utility of the civil service,

01:17which is no longer just a year dedicated to the common good in its various forms,

01:22but also an opportunity for qualification, certification of skills

01:26and also a bridge through that new standard that we approved last year

01:31to have a 15% of places reserved in public competitions.

01:36Because what the civil service has built in these decades,

01:40which has been consolidated in the last two years,

01:43shows that there is a liveliness from the reality of the third sector,

01:49the entities, as well as the local entities,

01:51that by interacting with each other offer these opportunities,

01:54these are not only projects that last a year, but communicate a year,

01:57and therefore are a factor of further promotion,

02:00but they must also be projects that produce measurable value.

02:04So another aspect that will be done is the assessment of the impact of these initiatives.

02:10Then I believe that the decisive factor will be the testimony,

02:14also through social networks, of the 50,000 boys and girls,

02:19who then become 60,000 like the other civil service organizations,

02:22which can be an element of agreement between the experiences that are made

02:27and those that will be made, generating an attention

02:30in front of which we will have the embarrassment of having to find further resources,

02:33if necessary, to configure projects that undoubtedly have a cost,

02:38but an estimated social performance.
