00:25alas tres na po ngayon September 24.

00:28We would like to state for the record, ang naging consistent po na track record ng Office

00:34of the Vice President sa past hearings kung saan ninais na talakayin ang pagastos ng

00:39OVP sa Pondo ng Bayan.

00:41Mr. Speaker, sa unang salang sa Committee on Appropriations, naging evasive po ang

00:47nakaupong Vice Presidente at hindi sinasagot ng tuwira na ating mga tanong.

00:51Sa pangalawang hearing ng Committee on Appropriations, hindi rin po siya nagpakita.

00:56Sa isang hearing ng Committee on Good Government and Public Accountability, siya'y tumanggih

01:01na mag-oath at umalis tila ba'y nag-walkout sa hearing.

01:05Mr. Speaker, pag ang bata nang hingin ang pera sa magulang para sa school project or

01:10school fee, dapat mag-explain.

01:12Hindi binibigyan pag di nagpapaliwanag.

01:15Pag may natanggap, dapat may resibo para patunayan paano gumastos.

01:19Obligasyong magpaliwanag.

01:21Kapag student council o sangguniang kabataan, dumadaan sa butas ng karayong para magkapondo.

01:26Kahit ang ganda ng plano, di tiyak na mapopondohan.

01:30Pero kapag sitting Vice President, pag nag-propose ng budget mula sa kabanang bayan, para ang

01:35gustong iparamdam sa mga Pilipino ay, bahala na kayo kung ibibigay niyo o hindi ang hinihingi

01:40ko.

01:41Pero pag ayon niyo ibigay, masama kayo.

01:44Mr. Speaker, the OVP has continued to characterize the questions of the Filipino people regarding

01:50their past questionable expenditures as political attacks, and has not taken questions seriously.

01:58Mr. Speaker, to end, this is a clear betrayal of public trust, as every elected official

02:05is accountable to the electorate, and thus is obliged to answer any question that concerns

02:11public interest.
