00:14Good afternoon, Nina. Good afternoon to all the viewers who are listening to this program.

00:20Sir, first of all, what are the factors that are the reason for the accumulation of rise shipments in the Port of Manila?

00:28And how many containers of rice in total are in the Port at the moment?

00:34In the Port of Manila, there are 258 containers.

00:42Of those 237 containers, duties and taxes have already been paid to the Bureau of Customs and we have already cleared them.

00:49So the problem is with their consigns.

00:53Although there are still 30 days in the Port.

00:58Under our law, if you stay and you are not claimed after you pay duties and taxes,

01:04within 30 days, we can declare them abandoned.

01:12So there are still none.

01:14In the 258 containers in the Port of Manila, as I said, 237 have already been paid.

01:20There are 21 containers that are still being processed for payment.

01:25This is the one that lodged very recently.

01:28In Manila International Container Port, we have 630 containers that are still there.

01:36492 have already been paid and 138 are still being processed by their consigns.

01:44Again, the pending containers in the Port of Manila and MICP, there are still no 30 days in there.

01:51So we have not yet declared them abandoned.

01:53But as far as I know, our Department of Agriculture is coordinating with the owners of these consigns and rice to release them.

02:05What is the news that they have been there for months?

02:08So it is not true that they have been there for 3-6 months and they are abandoned?

02:14According to our data, ma'am, there are still no 30 days.

02:17So this is what we are monitoring.

02:19It also looks like the earlier statement that was clarified by the Department of Agriculture,

02:25if I'm not mistaken, together with General Manager Jason Tealco.

02:31So what are the steps that the consignees need to take in order to release the other rice containers that are still in the Port of Manila?

02:41What they need to do is to pull them out.

02:43They are already there.

02:44Those shipments of duties and taxes have already been paid.

02:47The customs zone is already cleared.

02:49What they need to do is to take them to our ports,

02:53put them in their warehouses,

02:56or distribute them to their retailers.

03:00Now, if they did not do that within 30 days,

03:04from their payment to the Bureau of Customs,

03:07we will declare that they are abandoned and they can be auctioned or donated to Kadiwa Stores.

03:15In the Manila International Container Port,

03:19how many rice containers are not yet released?

03:23And what is the Customs Bureau waiting for from these importers?

03:29There are only 138, ma'am.

03:31Out of the 630 that are in our yards in the Manila International Container Port,

03:36492 have already been processed and their due payment has already been paid.

03:42They just need to be pulled out by our importers or consignees.

03:48As for the 138, they are still being processed because they are just arriving.

03:52They will be processed for a few days.

03:56After they pay their duties and taxes, they can be pulled out.

04:02What are the activities of the Bureau of Customs

04:05in monitoring and managing the rice shipment situation in the ports of Manila?

04:12Ma'am, we have what we call

04:16a system, a computer system,

04:21which provides us with real-time data.

04:24How many are coming in, how many are pending,

04:27how many are our port utilization, what are the shipments in their ports.

04:32This is updated daily and monitored daily by Commissioner Bienvenido Rubio.

04:37The items in this include rice.

04:41Our port operation service is not lacking

04:44to remind our consignees or our importers

04:48that once they are processed, they should be pulled out.

04:50I think that is what our Department of Agriculture is doing right now.

04:55We are helping them to remind our consignees

05:00to pull out the rice.

05:03As a result, the process here at the end of the Bureau of Customs is complete.

05:07Attorney, can you explain the legal procedures

05:12that are being followed by the BOC

05:14to ensure the compliance and release of the shipments?

05:19Yes, ma'am. Once they are lodged with us,

05:22we are together with the Bureau of Plant Industry

05:27of the Department of Agriculture

05:29when it comes to rice, to inspect those items.

05:34The Bureau of Customs and the Bureau of Plant Industry

05:38issue permits for those rice.

05:42It is important that those permits are issued

05:45so that we can ensure that the Department of Agriculture

05:50is allowed to import the rice

05:52because their products are fit for human consumption.

05:55After that examination, ma'am,

05:57our customs appraisers will assess

06:03based on the recommendations of our customs examiners.

06:06Once that is assessed,

06:08we will provide an assessment notice to the importers

06:12on how much the rice should be paid.

06:14Once that is received by our importers,

06:18they can pay it online.

06:20The payment to the Bureau of Customs

06:22is by way of an autodebit system

06:24of their enrolled accounts

06:26in our CPRS system,

06:28our customs system.

06:31Once we receive that payment,

06:33we will release that shipment

06:35to our terminal operators

06:37so that they can settle their charges.

06:40Once that is done,

06:42they can pull out their shipments

06:46to our ports and deliver them

06:48to their warehouses

06:50or wherever they can bring it.

06:53Since it is up to our countrymen

06:56on the price of rice

06:58due to shipment delays,

07:00what is the possible effect

07:02of this on the price of rice in the market?

07:05Ma'am, we will just remind

07:07and assure our countrymen

07:09that in this situation,

07:11in our opinion,

07:13and in our assessment,

07:15the delay in shipment

07:17is still not that big

07:19because there are still

07:21less than 30 days.

07:23The effect of this

07:25on the price

07:27may not be that big.

07:30What our government will do

07:32like what we are doing

07:34with the Bureau of Customs

07:36to help the Department of Agriculture

07:38is to remind our consignees

07:40to pull out their shipments
