00:00Tropical Storm Francine was recently upgraded to a hurricane, before the increasingly tumultuous
00:05tempest made landfall in Louisiana. It was briefly upgraded to a Category 2 hurricane,
00:10with authorities saying it had sustained winds of around 75 miles per hour. So far,
00:15it caused at least 200,000 people to be without power in the state. A state of emergency was
00:20issued in Louisiana, which allows extra resources to be used as needed both during and in the wake
00:25of the storm. So far, widespread flooding has been reported, with this video being captured
00:30in Houma's Bayou. All residents were warned to remain sheltered. Though as the storm continues
00:34to move inland, it is weakening. Authorities say it continues its northward push, now moving into
00:40Mississippi and Georgia. Meanwhile, Alabama and the Florida Panhandle are under a tornado watch
00:45until around 1pm. Francine has since been downgraded to a tropical storm. However,
00:50Louisiana is still under a storm surge warning, and it doesn't look like it's going anywhere
00:54either. Meteorologists say an atmospheric blocking pattern has stalled the storm system,
00:59meaning more rain and possibly more flooding in regions already inundated with precipitation.
