00:07Foreign Secretary Enrique Manalo tells a congressional panel on Tuesday, August 13, the DFAS filed

00:13a note verbal against China to convey its strong condemnation of the incident.

00:18Manalo says the Philippine Air Force plane's actions were lawful because it did not pose

00:22threat to the Chinese planes.

00:25It also did not violate any sovereignty or jurisdiction because it was within its rights

00:29to patrol the area.

00:31In a separate briefing, the Navy Inspector General Rear Admiral Roy Vincent Trinidad

00:36tells reporters the Chinese plane's actions were, quote,

00:39"...coercive, aggressive, and deceptive."

00:42The incident happened last Thursday, August 8, above Scarborough Shoal in the waters off

00:46Zambales.
