00:20mental health services did not adequately concede or mitigate the risks of relapse and the risks
00:27to himself and others. It's important to say that instances of members of the public being
00:33harmed by people with mental health needs are extremely rare. People with serious mental
00:39illness are significantly more likely to be a victim of violence than a perpetrator. However,
00:47if people's mental health needs are not met, this increases the risk that they may harm themselves
00:54or much more unusually that they may harm others.
