00:10And kicking off our breaking stories for tonight, measures are in place to help contain oil

00:15spill off the coast of Bataan.

00:17DENR Secretary Antonio Yulo Lugzaga said the department's Environmental Management Bureau

00:24has set up the necessary measures to ascertain the extent and gravity of the spill.

00:29Likewise, he said, the survey of the site where the MT Terra Nova oil tanker sank is

00:36complete since weather conditions began to improve last week.

00:40In addition, Secretary Yulo Lugzaga said her office is keeping close tabs on potential

00:45disaster repercussions on ecosystems and has sought the help and cooperation from the UP

00:51Marine Science Institute, the Philippine Space Agency, and PAG-ASA.

00:56Over the weekend, the President ordered the DENR to perform air and water quality tests

01:02with the Department of Health, helping out to conduct physical tests on residents living

01:07along the coast near the oil spill site.

01:10Meanwhile, Russian strongman Vladimir Putin vows to respond similarly by deploying new

01:16strike weapons in key sites close to NATO's European nations should Germany set up US-made

01:22long-range missiles.

01:24Such weapons have been banned for decades under a Cold War treaty that VOA's Arash

01:30Arabasady hashes over in this report.

01:36Sunday in St. Petersburg, Russian state television broadcast footage of the country's fleets

01:42at the annual Navy Day celebration.

01:45In attendance were officers from 31 other countries, including China, India, Iran, and

01:51South Africa, showcasing the Russian Navy missiles fired from various ships of the Black

01:56Sea Fleet and jets dropped bombs from above.

02:00Overshadowing Russia's pomp and circumstance of the day is a recent plan revealed by the

02:05United States to deploy long-range missiles to Germany by 2026.

02:10To outside observers, as well as Russian President Vladimir Putin, this may be history repeating

02:16itself.

02:21The situation recalls the events of the Cold War era.

02:24If the U.S. implements such plans, we will consider ourselves free from the previously

02:29imposed one-sided moratorium on the deployment of medium and shorter-range strike systems.

02:36We will take mirror measures for their deployment.

02:39In a recent joint statement from the White House, U.S. and German officials said exercising

02:45advanced capabilities would demonstrate a commitment to NATO and its contributions to

02:49European integrated deterrence.

02:52Despite the Kremlin's latest round of saber-rattling, the Russian Defense Ministry began releasing

02:57videos showcasing intercontinental ballistic missile tests days before its 2022 invasion

03:04of Ukraine.

03:05Putin, at the time, discussed plans to assemble his army's so-called deterrent force to

03:10potentially include a nuclear component.

03:12It is language that NATO calls dangerous and irresponsible.

03:17Since the onset of the Russian invasion, Western powers have by far been Ukraine's largest

03:22supporters in terms of money and material.

03:25NATO members recently pledged an additional $43 billion next year with plans for sustained

03:31support to follow.

03:33All of this support will make Ukraine stronger and more capable.

03:37In fact, everything we are doing, the command, the pledge, more military aid, more security

03:45and improved interoperability put in place the foundations for Ukraine to prevail.

03:51While St. Petersburg seemed pleased by its military display, experts worry the readiness

03:57of both Russia and the U.S. to deploy intermediate-range weapons could spark a new arms race.
