The visit has sparked concern from EU leaders, who insist it's a bilateral meeting and that Orban doesn't speak for the EU. Correspondent Dasha Chernyshova is in the Russian capital.

00:00Well, certainly Ukraine was one of the key issues discussed by Prime Minister of Hungary
00:05Viktor Orban and the Russian President Vladimir Putin.
00:07Now we understand that Viktor Orban came to Moscow with a call for ceasefire in Ukraine.
00:12The Russian President, however, said there could be no ceasefire unless serious negotiations
00:17are started.
00:18And for that, he said, the complete withdrawal of the Ukrainian troops from four regions,
00:24which Russia now claims as its own, Zaporozhye, Kherson regions, as well as Donetsk and Lugansk
00:29People's Republic, is absolutely required.
00:32The Hungarian Prime Minister also said that after visiting Kiev and now Moscow, he sees
00:39that the positions of the two sides are very far apart.
00:43But he said that the important step and very hard step of starting the dialogue or starting
00:48at least this diplomacy of talking to one side and then another side has already been
00:54made.
00:55And he will continue to put more effort into trying to bring the different positions from
01:00these both sides together.
01:02He also has noted that Europe does need peace.
01:05And he came to Moscow at a time when this peace is badly needed and when a few leaders
01:11worldwide can actually have the luxury of talking to both sides of this conflict.
01:17EU leaders then saying that Mr. Orban doesn't represent them.
01:21So what does this visit mean for relations between Hungary and Russia?
01:26Well, that's right.
01:29There has been a lot of criticism coming from the Western politicians and saying that there
01:36was no mandate for Viktor Orban to come to Moscow as a representative of the European
01:42Commission.
01:43We've heard, however, that in Moscow he was received as the prime minister of Hungary.
01:49That's according to the officials at the Kremlin.
01:52For Moscow, obviously, there is a lot in this visit.
01:55It shows there is no isolation for Russia, which the West has been trying to achieve
02:00for years now.
02:02We also understand that Moscow highly values this visit in terms of bilateral relations
02:07between the two countries, but also in terms of its attempts to bring the relations between
02:15Russia and the European Union to a sort of dialogue.
02:19Since Russia says that the relations now are at the all-time low, so this visit is
02:24seen as an attempt to bridge those differences as well.
02:27So certainly a very important visit for actually all of the actors present here, for Russia,
02:33for Ukraine, for the European Union, and for Hungary itself, with the Hungarian officials
02:38and the foreign minister of the country praising the relations that Moscow has with Budapest,
02:44especially in terms of the energy, and saying that Russia plays an important part, an important
02:50role in ensuring the energy security of Hungary.
