00:00Thank you, Speaker. Thank you, Honourable Minister.
00:02I think this is quite a big responsibility for the largest stakeholder of the Malaysian people,
00:10more than 30 million people.
00:13What is the guarantee of quality for the experts who follow the PPP program,
00:17the MATCVS, AAM and KKM,
00:21which is not an entity that provides high education, high education provider,
00:26without accreditation from MQA?
00:30And is it not a mistake that the program violates the medical record and the MQA record?
00:37If it violates the record, why is it as if there is no action?
00:41There will be no action until now.
00:42Thank you, Speaker. Thank you, my friend, Kole Langat, who is so passionate
00:51to ask questions related to the parallel pathway question or what is called expertise training
00:59which we know has experienced a little debate and controversy in the public sphere with permission.
01:11What I want to say is that I have also been a negotiator on the issue of health specialization
01:18and I am convinced with what has happened so far.
01:21I have been handling this issue, Speaker, for more than two months
01:25since I took on this task.
01:30When I became the chairperson of IJNH, I have been in charge of investigating the parallel pathway
01:36of cardiothoracic surgery in Merai and when I returned as the minister,
01:42I handled it and have been involved in various matters.
01:47And finally, what I started to do was to involve the State Prosecutor's Office.
01:55After discussing almost everything, I can say, almost everything that is important,
02:01everyone is worth the salt, people who work with permission, I have been involved in handling it
02:06and we had discussions, discussions, and various things.
02:08I understand that this controversy is split between two parties,
02:14but as a minister, I will still take a neutral stand until now
02:20where the draft that has been made, the amendment, the 50-page memorandum,
02:26has reached a level where it is related to MMC, related to MMI, related to Dekan Majlis Perbatan
02:37and also almost everything, and we are in the process, even after I handed it over,
02:42after it was approved by the ministerial committee for this amendment to be made,
02:47the draft has been prepared and has been given to the State Prosecutor's Office.
02:52Then the State Prosecutor's Office has made a draft and the Blue Bill, the amendment,
02:56the 50-page memorandum, the Perbatan memorandum, is all ready and will be, God willing,
03:02we will have a few more committees, among other things, for us to issue to the authorities,
03:08the special health selection, and there have also been several committees there.
03:14That was the last round before the honorable committee saw the Blue Bill being put
03:21at the end of the third week, Mr. President, so that we can discuss it at the end of the fourth week
03:28for us to discuss, discuss, and pass.
03:30Because the public is waiting, the people are waiting, one, what I term as an irregularity
03:37that is not only related to the parallel pathway,
03:40even with the parallel pathway, we will be able to deal with it, and we will be able to make it
03:47so that we can achieve that order, and we will be able to deal with that irregularity
03:53in other words, moving forward, with the permission,
03:57the parallel pathway order, along with the order,
04:03the parallel pathway program, we will be able to determine and pass it,
04:09and with that, quality and quantity, cardiothoracic training,
04:15even 120 surgery programs, and also 14 parallel pathway programs,
04:20all of them will be able to be regularized with the permission of the irregularity,
04:24putting that order, Mr. President, to those who are not regulated before and after this.
04:29Thank you, Mr. President. Thank you, my friends.
