00:07For your information, the Minister has announced the National Semiconductor Strategy on 28 May.
00:16This announcement not only reflects the Government's commitment to strengthen the country's economy,
00:23but also to strengthen our vision to make Malaysia the world's semiconductor hub.
00:30With a clear foundation and goals,
00:32we are trying to draw quality investment that will ensure that Malaysia remains relevant
00:38and competitive globally.
00:40The National Semiconductor Strategy has outlined five main objectives
00:44that will drive the transformation of the country.
00:47The first objective is to attract investment of at least RM500 billion in the semiconductor sector,
00:53especially in IC design, advanced packaging, wafer fabrication, and semiconductor equipment manufacturing.
01:03The second objective is to attract at least 10 Malaysian companies
01:06in advanced packaging and packaging with an income of between RM1 billion and RM4.7 billion
01:13and to attract at least 100 semiconductor-related companies
01:17with an income of almost RM1 billion and a higher salary for Malaysian workers.
01:25The third objective is to build Malaysia as a global R&D hub for semiconductors
01:32by providing a world-class university, R&D hub, and manufacturing hub
01:37that combines the best talents in Malaysia and internationally.
01:41The fourth objective is to train and improve the skills of 60,000 high-skilled engineers
01:47to fill the job opportunities in the semiconductor sector.
01:52The fifth objective is to attract at least RM25 billion in fiscal support
01:58to achieve the implementation of the SSN.
02:01This reflects the government's sincerity in providing sufficient resources.
02:06The government is confident in the investment target set in the SSN
02:11taking into account the performance of domestic semiconductor investment
02:15where throughout 2023, this sector has contributed 82% of the RM84.6 billion investment
02:24that was approved for the E&E project.
02:27In addition, the strategic position of Malaysia, complete infrastructure availability,
02:33the existence of free trade agreements between Malaysia and its neighbors,
02:38and the availability of high-skilled jobs
02:42will make Malaysia a destination for semiconductor sector investment.
02:47To realize the target set, the SSN is supported by enablers
02:54which is an important factor in achieving the target.
02:58The purpose of the SSN is to encourage the participation of government-related investment companies
03:04and private capital companies,
03:07to establish a global infrastructure and ease of investment,
03:10to develop and attract local talent through joint efforts between various ministries,
03:15and also to facilitate investment activities.
03:19The SSN is also supported by various seven countries
03:23such as the 12th Malaysia Plan, the 12th Semiconductor Study,
03:27the 7th Electrical and Electronic Development, and so on.
03:32And Mr. Chairman,
03:36the government will always cooperate with other governments
03:41in realizing the SSN target that has been set.
03:45At present, countries such as Penang, Selangor, and Sarawak
03:49have played a role in developing the semiconductor sector in their respective countries,
03:54especially in Kedah.
03:57This has been proven by several development plans that have been announced,
04:01such as IC Design Park in Selangor,
04:03IC Design and Digital Park in Penang,
04:05and also several projects in Kulim Hightech Park,
04:08and also in Sarawak,
04:10in the construction of the Semiconductor Study.
04:13The government will always support and be open to cooperate with other governments
04:17in their respective development plans
04:19and see the potential and opportunities to attract high-quality investment
04:23that will support the development of the semiconductor sector in the country.
