00:00 Order. The clerk will report the words.
00:07 We have a presumptive nominee for president facing 88 felony counts and we
00:13 are being prevented from even acknowledging it. These are not
00:16 alternative facts. These are real facts. A candidate for president of the United
00:20 States is on trial for sending a hush money payment to a porn star to avoid a
00:25 sex scandal during his 2016 campaign and then fraudulently
00:30 disguising those payments in violation of the law. He is also charged with
00:34 conspiring to overturn the election. He is also charged with stealing classified
00:39 information and a jury has already found him liable for rape in a civil court and
00:44 yet in this Republican controlled house it is okay to talk about the trial but
00:49 you have to call it a sham. It is okay to say the jury is rigged but not that
00:54 Trump should be held accountable. It is okay to say the court is corrupt but not
00:58 Trump is corrupting the rule of law. The chair is prepared to rule. The words of
01:05 the gentleman from Massachusetts accused the presumed nominee of the office of
01:10 president of engaging in illegal activities. The presumed nominee for the
01:16 office of president are according to the same treatments under the rules of the
01:20 quorum in debate as a sitting president. This practice is memorialized in section
01:27 370 of the House Rules and Manual. This is a warranted this is warranted even
01:36 though a candidate may not have officially obtained the party's
01:40 nomination once there is no reasonable dispute that the candidate will receive
01:46 the nomination. The chair reaches that the conclusion in part based on the
01:51 statement of the speaker right of September 29 1988 on that day the speaker
01:57 made it clear that actual party nomination nominees is a is not a
02:05 prerequisite for treatments under the presided as though they are
02:11 nominees. I messed that one up I'm sorry. The chair has abolished members on the
02:17 basis of numerous occasions and as recently as early today. This standard
02:23 entails the application of this to the rules of
02:29 the quorum in debate. Therefore although remarks in debate may include criticism
02:39 of such candidates official position as a candidate it is a breach of order to
02:44 refer as the candidate in terms personally offensive whether by actually
02:49 accusing or by merely insulting. Also as such in section 370 of the manual the
02:59 acquisition that the president has committed a crime or even that the
03:04 president has done something illegal is not in order. The chair relies on the
03:08 the precincts of March the 19th 1988 September 10th 1998 and finds that the
03:19 remarks consistently a personal attack without objections the offensive words
03:26 are stricken from the record.
