00:04I just want to make sure we don't miss votes.
00:07I'm very sensitive to the Ranking Member on that issue, and we had this happen last
00:14week in our committee, so I want to make sure that we don't have it happen here.
00:19I want to thank you and the Ranking Member McGovern for recognizing me to speak.
00:22I'm praying for Texas, hope your district is not affected by the storm that is ravaging
00:28across Texas right now.
00:31The bills being considered today will protect Americans from federal mandates and increased
00:34costs felt to result in significant energy savings and are not practical and eliminate
00:39the performance features of product choices.
00:42Both H.R. 7637 authored by Representative Miller-Meeks and H.R. 7700 authored by Representative
00:48Langworthy have both gone through regular order.
00:50I'm going to skip ahead in the essence of time.
00:54The standards put out by the Biden Administration are not only increasing the costs but also
00:58decreasing appliance reliability.
01:01Homeowners are already spending 34 percent more on appliances than they did just 15 years
01:05ago.
01:06From 1995 to 2005, the average homeowner replaced their appliances every 12 to 13 years.
01:11Today, that replacement period runs every 8 to 9 years.
01:16The Biden Administration's trust-to-grant agenda is causing Americans to pay more for
01:19less reliable appliances.
01:23The Administration is arguing that these efficiency standards will save consumers money throughout
01:27the lifespan of the product.
01:28That's just simply not true.
01:29For dishwashers, the DOE's own analysis finds that efficiency mandates could increase upfront
01:34costs by 28 percent.
01:36It could take consumers 12 years to pay back the increased cost on a product that may only
01:41last 7 to 12 years.
01:43Same thing with refrigerators.
01:44Time is a little further out.
01:46Refrigerators last about 14 to 15 years.
01:48It takes about 10 years to pay back the increased cost for refrigerators.
01:54Congress must act.
01:57Given the recent Supreme Court decision overturning Chevron deference, now more than ever it's
02:01important for Congress to legislate clearly.
02:04We must prevent the abuse of executive agencies in using statutory interpretation to push
02:09political objectives, often at the cost of the American people.
02:13So in conclusion, Congress is acting today to stop the Biden Administration and the DOE
02:17from abusing the law and waging war on Americans' cost of living, with the cost of living and
02:22cost of everything really increasing as a result of runaway inflation.
02:27Caused by the Biden Administration's reckless spending policies, the last thing the DOE
02:30should be doing is making home appliances for Americans more expensive.
02:35The Biden Administration should put affordability and reliability above the interest of radical
02:41climate lobby.
02:42These bills in front of us today do just that.
02:44Urge my colleagues on both sides of the aisle, and I will yield back.
