00:00 The media forum today aims to provide further explanation
00:05 on the Government's service contract offer
00:08 and technical support for the maintenance and installation
00:12 and filling of the mainframe system
00:15 or mainframe for all JPC Malaysia road users.
00:19 This explanation is given because there are many parties
00:22 who question why this contract offer is given
00:27 with the price mentioned.
00:30 Allow me to give a little explanation
00:32 about the scope of work of MySeacup and mainframe
00:36 and the financial implications to the Government.
00:39 For all information, for easier understanding,
00:44 mainframe refers to hardware,
00:48 that is, the servers used by JPJ,
00:53 while MySeacup is software for the mainframe system.
00:59 MySeacup is a vehicle and driver information system
01:03 that includes maintenance of registration plates for motor vehicles,
01:07 renewal of driver's license and motor vehicle license
01:10 with as many as 1,300 business types in JPJ.
01:15 All our business, including renewal of driver's license,
01:19 road toll, vehicle registration,
01:23 and all computer systems in all JPJ offices in the country
01:27 use this MySeacup system.
01:30 Mainframe is the server that supports the system
01:34 and also stores MySeacup data in our data center.
01:40 In 2014, 10 years ago,
01:44 the Ministry of Transport at that time decided
01:47 to separate the MySeacup and mainframe contracts
01:52 and to continue the negotiations at that time.
01:56 In March 2023, that is, last year,
01:59 JPJ proposed the combination of the two components
02:04 to one tender
02:05 to facilitate the management of control aspects,
02:09 monitoring and management of projects collectively
02:12 by the same company.
02:15 In the transition of the combination of the two tender services,
02:19 the Ministry of Transport with the agreement of the agreement
02:22 decided to continue the mainframe contract
02:25 and MySeacup was given as follows.
02:27 This is while we call for a tender
02:31 to continue so that this service is continued
02:36 because this service cannot stop.
02:38 MySeacup runs 24 hours, it cannot stop for a day.
02:42 So the continuation of the contract was given.
02:44 For the mainframe tender,
02:47 the continuation time from 1 May 2023 to 30 April this year,
02:52 the contract value is RM27.29 million.
02:56 Whereas for the MySeacup tender,
02:58 for the same time,
02:59 the contract value is RM27.03 million.
03:04 The sum of these two components
03:07 is RM54.32 million for a year.
03:13 It must be emphasized that
03:15 the continuation of the contract only covers critical services,
03:20 such as preventive maintenance,
03:22 cyber security,
03:23 and refurbishment of the processing lines
03:25 where the value of the continuation contract is lower than the original contract
03:31 because this is only a continuation for a short time period
03:36 and of course the scope is not fully.
03:41 The transition steps are taken while the improvement of the
03:45 MySeacup and mainframe tender co-contract is in place.
03:50 For your information,
03:52 the Ministry of Transport has implemented an open tender
03:55 for the co-contract of the two services on 21 June 2023.
04:01 Three companies have taken part in the open tender system.
04:06 The three companies have passed the technical and financial requirements.
04:10 The offer price does not include the cost of service.
04:13 The three companies are as follows.
04:16 The first tender,
04:18 the amount of price offered is RM185,076,900.
04:25 The second tender,
04:27 RM186,885,611.
04:32 The third tender,
04:34 RM199,513,872.
04:39 The price of the sealing project is RM207,315,315,469.
04:52 This means that the three companies have offered a lower price than the sealing project.
04:59 On 24 November 2023,
05:03 the Ministry of Transport has held a hearing
05:08 and recognized the company, Hitech Padu Perhat,
05:12 as the best offer based on the reasonable price
05:16 and the lowest price that has passed all evaluation levels.
05:20 The recognition has been approved for approval by the Ministry of Finance
05:24 on 4 December 2023.
05:28 The approval of the sealing has been approved on 8 February 2024
05:33 for the value of RM185,076,900.
05:39 It does not include the cost of service.
05:42 So, it is clear
05:44 why we offer to Hitech Padu
05:46 is because in the tender,
05:48 they offer the lowest price,
05:50 which is RM185,000,000.
05:53 This matter has already received attention,
05:55 dear Minister,
05:57 in the Cabinet meeting this morning,
05:59 which the Honourable Prime Minister has raised this issue
06:03 and stated that
06:05 because there are certain parties
06:08 who make a fuss
06:10 that this project was offered to Hitech Padu
06:14 because there is a director or owner
06:18 of the company's share
06:20 has a relationship with the Prime Minister,
06:22 which is Fahd,
06:24 Dato Fahd,
06:26 who is a former political advisor to Dr. Sri Anwar Ibrahim.
06:30 It must be emphasized
06:32 that the tender was made chronologically
06:35 on 24 November 2023,
06:37 the Ministry of Finance approved the tender
06:41 to Hitech after the tender system was opened.
06:44 On 2 February 2024,
06:47 the Ministry of Finance approved the tender.
06:51 This means that this approval was not made yesterday.
06:54 This approval was made on 2 February 2024.
06:59 But as usual,
07:01 the letter of approval
07:04 or the letter of approval
07:06 was only issued after several internal processes.
07:10 But the decision of the Ministry of Finance
07:12 was made on 2 February.
07:15 And Dato Fahd only gave a share of 15.9%
07:20 to Hitech Padu on 16 March 2024.
07:24 This means that
07:26 the decision of the tender was made
07:29 before Dato Fahd
07:32 gave a share to Hitech Padu.
07:36 He had nothing to do
07:38 after his involvement in this company.
07:42 The decision was made in early February.
07:45 So, he was able to give the share in March
07:49 to each of the parties.
07:54 But what the Minister of Finance wanted to emphasize was
07:58 after Dato Fahd became the shareholder
08:01 in Hitech Padu,
08:03 there was no contract
08:06 from the government to Hitech Padu.
08:09 This decision was made in early February.
08:12 And the letter of approval was only issued
08:15 on 5 April 2024
08:17 by JPJ to Hitech.
08:19 And on 15 April,
08:21 Hitech announced this to the Malaysian stock market.
08:25 So, the Minister of Finance and the Cabinet
08:28 took a serious note
08:31 in the details
08:34 that tried to imply
08:36 that this contract was offered to Hitech Padu
08:40 because there was a link
08:42 with a person close to Yamad.
08:47 If any party was still not satisfied
08:50 with this explanation,
08:52 Yamad tried to persuade any party
08:55 to file a complaint to the SPRM
08:57 so that a detailed investigation could be carried out.
09:01 The decision was already existing, right?
09:03 So, was there any possibility that Dato Fahd
09:05 knew of the decision?
09:07 Dato Fahd is not in the government.
09:10 He is not serving in any capacity
09:13 in the Prime Minister's office.
09:15 So, to make that allegation
09:18 is something I think is not right.
09:21 He is not in the government
09:22 and he is not serving in any capacity
09:24 to the Prime Minister.
09:26 And this was actually,
09:28 the letter was a confidential letter
09:31 2nd of February to Kementerian Pangkutan,
09:35 to Dato KSU.
09:37 Dated 2nd of February, 2024.
09:40 And this is a confidential letter.
09:42 Thank you.
09:44 Mr. Ngurit,
09:46 why did you give the contract for 3 years
09:49 instead of 1 year?
09:51 If it was 1 year, it would have been more expensive.
09:56 Usually, if you give it 1 year,
09:58 sometimes the cost will be higher.
10:05 So, usually,
10:07 the contract for the government
10:09 is a normal thing.
10:10 We give it a longer term,
10:12 which is 3 years.
10:14 Because this is a new contract,
10:16 it is not a continuation.
10:17 If it is a continuation,
10:18 usually it is 1 year.
10:20 Thank you.
