00:14 The conflict in Kazakhstan has been going on for more than 160 days.
00:19 In the face of the rise of more than 32,000 innocent civilians,

00:29 The most urgent action the Security Council must take
00:32 is to promote the immediate realization of unconditional and long-term obedience.
00:38 This is the general voice of the international community.
00:42 It was a decision made by the Special Emergency Committee a few months ago.
00:48 It was also a solemn appeal to the Security Council
00:53 in Article 99 of the UN Secretary-General's original Constitution.
00:58 The Security Council has been dragging this issue for too long.

01:05 We all remember that on February 20,
01:11 the United States rejected the Security Council members'
01:14 oppressive consensus on the immediate cessation of fire
01:17 and proposed its own resolution draft.
01:20 In the past month, the draft has been revised,
01:25 and some of the key elements have been reflected in the international community.
01:29 But the core issue of the cessation of fire has always been avoided.
01:36 The final draft is still in the midst of confusion.
