00:00 The British government plans to conduct an in-depth investigation into the sale of the
00:03 owner group of the famous conservative daily The Telegraph to an American-Emirati fund,
00:08 for freedom of expression, said Tuesday the Minister of Culture Lucy Frazee.
00:13 The sale of the The Telegraph group, which also owns the spectator appartment, has been
00:18 causing concerns for months among the conservative majority in power, but also
00:23 defenders of freedom of the press.
00:25 Owned since 2004 by the Barclay family, the group was put up for sale last October by
00:30 the British bank Lloyd, to pay heavy debts of about 1.2 billion pounds (1.38 billion euros).
00:37 But a deal between the American Red Beer fund and the investment fund in the media of Abu Dhabi,
00:42 IMI, called Red Beer IMI, passed an agreement with the family at the end of 2023 to repay its
00:47 debt, which has been done since December last in exchange for the group's control.
00:52 In January, the government had asked the British Authority for Competition, the CMA,
00:58 and the media regulator, Lovecom, to evaluate this operation.
01:03 "Based on the regulators' evaluations, I can now confirm that I intend to submit
01:08 this sale to an investigation," said Tuesday Lucy Frazee in a statement written and
01:11 transmitted to Parliament.
01:13 According to her, Lovecom estimated that the operation could go against public interest.
01:19 "The company could be incited to influence the group in a way that could potentially
01:24 act against public interest in the United Kingdom by influencing the precise presentation
01:28 of information and the free expression of opinions in the Daily Telegraph and its
01:32 Dominican edition of the Telegraph," she added.
01:35 She left the parties involved until Monday morning to respond to her fears before
01:39 actually launching this in-depth investigation.
01:42 Red Beer IMI has assured in the past that the Emirati fund would only be a passive
01:46 source of income, without reassuring the political class.
01:50 In the context of this controversial operation, the government announced last week that it
01:54 intended to legislate to prevent the British newspapers from being controlled by foreign
01:59 states.
