00:15 Today is a very significant day because after a period in which
00:20 taxes have had to go up in order to pay down our debt from Covid.
00:25 We wanted to show the country that if we stick to the plan, if we work really hard
00:32 to bring down inflation, then we can also bring down the tax burden.
00:36 And the support we've given families in the cost of living crisis.
00:39 The economy has now turned a corner, inflation is halved
00:42 and we are bringing down taxes on ordinary families.
00:45 You know families up and down the country, what they want is a society where if they work hard,
00:51 they can bring home more money for their family.
00:53 And you know that's a fundamental human desire.
00:56 So today Mr Speaker, I'm going to cut the main 12% rate of employee national insurance.
01:03 I'm going to go further and cut the main rate of employee national insurance by two percentage points.

01:19 If we stick to a plan through all the ups and downs, through all the challenges,
01:23 it's possible to have healthy growth, good public services and to bring down taxes.
01:29 And I think that's what people really want to hear. It's a message of hope.
01:32 And thinking about today's budget,
01:34 if there's one thing that you want people to take away from it, what would that be?
01:38 We've worked so hard to get through the really challenging period that we've come through.
01:45 Don't throw it away.
01:47 You know we can see now the economy is set for healthy growth.
01:52 We're putting more money into our public services and we're bringing down taxes.
01:56 Stick to the plan.
