00:09 President of the National Assembly, the Secretary General Maria and the Sub-Secretary and each one

00:22 of the representatives of the political fractions in the Parliament, the National Parliament,

00:29 that we're seeing through the communication media with the participation in the politics to

00:41 be here today. We've been seeing with a lot of satisfaction this process that has been really

00:54 similar to the one that we just concluded this December with the referendum, where all the

01:01 country of Venezuela participate. We have here all of us in the name of the National Council,

01:09 and we greet to all the members of Venezuela. We welcome to the President, Mr. President, and to

01:16 each one of you, representatives and the Directional Board of the National Council,

01:25 Electoral National Council, welcome each one of you. Thank you very much.

01:42 We welcome to Jorge Rodriguez Gomez, President of the National Assembly.

02:01 Last day, February 28th, from this year, 2024, the end of a process

02:16 without a precedent of the historical and political history of our country.

02:25 This process has been thriving and has been an example in the matter of a way

02:36 that we have to go, us Venezuelans, in the matters to solve

02:49 the life of the nation matters. It happened with a hard effort from the National Commission of

03:00 Dialogue, to name the National Assembly, precisely to seek to join the country, to listen to the

03:10 voice of everyone, to attend the requirements and the proposals and the opinions from every sector,

03:21 not only of the political life, but also from the cultural, academic and religious

03:28 way, from the commissive, from workers' union, from different sectors of the economy,

03:38 from the joint power, from the people, from the citizens that follow from their homes

03:45 this process and also participate in the work meetings.

03:49 We've been summoned through nine rounds of dialogues. We continue the task of listening

04:00 to everyone in a process that was hard. So I request an applause for the Dialogue Commission

04:09 of the National Assembly that work with strength without looking to political ideologies,

04:16 but only when one interest to the Venezuelan country thrives. In this process, we plant ourselves

04:30 to wider, to make more inclusive what we already have initiated and that ends to a document that

04:43 has been signed with the Barbados Agreement. It wasn't the first attempt to get together

04:52 to the factors, the fractions, to make the proposals so the field will be painted and

05:04 every single one of you will be comfortable including and with enough warranty to participate

05:12 in electoral processes. In September 2020, the document was signed with different political

05:22 factors that led us to parliamentary elections of 2020 that allowed the re-election of the

05:29 administrative power of Venezuela. In 2021, we produced dialogues, conversations, discussions,

05:38 negotiations that led us to the direction of this Electoral National Council and the

05:47 organizations with enough warranties of this event, electoral. On December 2021, that was where

05:58 mayors and governors were elected of the 35 municipalities, but now we've carried out

06:07 the summit in a more inclusive way. So, we have the signatures of the most important sectors

06:17 in the religion of Venezuela from businesswomens and businessmen, from countryside men and women,

06:25 and the same of 52 different political parties that are representing the 84% of the popular

06:34 poll if we attend the result of the last elections that we had in Venezuela. The 84%, but also

06:47 are the 97% of the total of the political parties that have been duly legalized in the National

06:58 Electoral Council by three principles of dialogue in basic terms. The first,

07:06 the general principle of the presidential elections of 2024, and we hear today deputies,

07:16 directors from the electoral power, the representatives of the National Electoral

07:23 Council that always with the discretion and with the due silence are coming with

07:31 incredible words, making them be the worldwide. So, you are the best electoral system of this world.

07:45 And we're here and listened these voices that seek through waves of lies

07:58 to change what in an unavoidable way we have as the course of history. Do you remember that we

08:10 said in January there's not going to be elections? Maduro, he won't submit the elections. They're

08:16 going to suspend the elections. But if someone has represented a real record of respect

08:26 from the lapses that have been put in the constitution to submit elections

08:35 from any kind, if someone had respect, that process is in this room right now. Others

08:44 are not participating and they're always playing with different agendas.

08:53 But here there's only one people, the democracy people.

09:00 An agenda that's seeking to respect the people's voice and as usual the voice of people.

09:08 The general principles, respect to our sovereignty and to reject any kind of

09:22 interruption in the electoral process in Venezuela, we repudiate the coercive unilateral

09:30 measures and sanctions from foreign potencies, from foreign countries that are attempting to

09:42 crook the cause of the people of Venezuela with a little bit of success, but they're trying.

09:52 The respect of our independence and our institution and they're making lies that the

10:00 electoral assembly of Venezuela is trying to substitute the function of the electoral

10:07 general council. Others are attacking the electoral power. Others are attacking

10:14 the decisions that the supreme court of justice and the executive power and the national assembly

10:21 through the legal tools and the electoral power that according to this constitution is the only

10:28 public power, the only entity from the Venezuelan state that is duly legalized to organize and deploy

10:41 the service of the electoral process and to make real the process of electoral

10:51 discommissions. The dialogue board is proposing the general principles, but mainly our

11:02 disposition to respect as a whole the decision of the general council that is taken from now

11:14 to the glorious night that the result of the poll and point out the irreversible

11:27 of the candidate that is being elected. We respect now and we respect then

11:37 all along the development of the electoral program and we will respect as we did always

11:44 the electoral results from the electoral power are being getting out.

11:53 The guarantees of the electoral system as wide as the ones that in a natural way the

12:02 electoral council of Venezuela is giving to the voters is not a goodbye, it's not

12:10 false modesty. There is no other electoral system as ours, not more efficient.

12:17 There is no more trustworthy system than ours, the Venezuelan system.

12:26 And third, precedent, the gossip that everyone is talking about, when are going to be the elections,

12:44 when the president elections that we already know, this year there's going to be performed

12:51 the elections, but I'm going to tell you when we're going to make the elections. Exactly the day

12:59 that the national electoral council determined the date, the exact date based

13:08 in the technical criteria and the planning from the directory through their organisms

13:17 and mechanisms from the national electoral board and the commission of political participation

13:26 and to highlight. And from here will be the result. We have 27 different proposals of dates from

13:38 everyone. Some of them proposed to make April, May, May 1st, even I think it's Wednesday,

13:48 but everyone proposed different possibilities and all of them were included in this proposal

13:57 to the consideration of the national electoral council from this month to the next one.

14:06 So, in a way, the national electoral council can evaluate the voice that want to add proposals to

14:14 this round of dialogues. That is a luxury, this dialogue commission of national assembly.

14:20 We're waiting that this document is being evaluated, that we can catalog as a historical

14:33 document, that you can review what is contained in this document and you set the table

14:47 for the electoral party gets activated, that for our country as ours that likes to elect,

14:57 that likes to choose, that like to make decisions that don't like, that others try to make choices

15:04 for them, gets into the elections massively to the electoral polls and to elect the president

15:15 of the Republic of Venezuela, Bolivarian Republic of Venezuela for the period 2025-2030.

15:25 So, we're waiting for that and we're filling that in straight. This year we can feel that

15:31 this is an electoral year and that this year against any ideas as usual, the people of Venezuela

15:42 will pick its president and the mechanisms of the polls mechanism will say the only truth that we

15:52 need to respect, the voice of the people, the voice of God. Thank you very much.
