A retired headmaster who lost over RM35,000 to scammers says numerous charges were made to his debit and credit cards even after he asked the issuing banks to block all transactions.

Ooi Eng Lye, 64, told a press conference this at Penang Gerakan's headquarters in Jalan Macalister on Tuesday (Feb 27).

00:00 On 16 November 2022, around 8pm, I have contacted a person through an advertisement in Facebook to subscribe to a cleaning service.
00:12 The cleaning service is Raid Cleaning and Solution Company.
00:17 The person I spoke to on the phone, by the name of Mike, suggested that I pay my deposit of RM20 via a link that he sent to me to my handphone.
00:31 I clicked on the link to pay via my debit card, but it was declined.
00:36 He suggested that I pay using my credit card, which I did, but was also declined.
00:42 He further suggested that I pay the full amount when they send the maid the next day.
00:48 Around 3am on 17 November, I couldn't sleep and woke up to scroll through my handphone.
00:58 I went to my account and found out that the RM15,000 that I have in my savings account was gone and there was only RM20 left in my savings account.
01:14 Immediately, I called CIB Customer Service to make a report and requested them to block my debit and credit card.
01:23 The customer service person informed me about 4 transactions via my debit card on 16 November 2022 between 8.03pm to 8.17pm.
01:36 I told him I did not make the transactions.
01:39 I was informed by the CIB Customer Service that the money in my debit account was deposited to 4 accounts.
01:49 Thereafter, I went to the Queens Bay Police Station to make a police report at 4.16am on 17 November 2022.
01:59 On 17 November 2022, around 9.30am, I submitted a copy of my police report to MBank Rayak Baru to inform them about the scam case that implicated their account holders.
02:16 On 14 December 2022, I received a credit card statement that reflected 15 fraudulent transactions which were transactions from JD Central Bank Corp.
02:31 So, the 15 transactions totaled up to RM40,631.94.
02:40 I was informed by Sgt. Azir that a new account holder was caught and they will proceed with the necessary action.
02:47 On 20 March 2023, I made another police report regarding the fraudulent transactions in my Touch & Go wallet after CIB has emailed me the details of the transactions.
02:59 I also submitted a copy of the report to Touch & Go office at its headquarters in Kuala Lumpur.
03:05 To date, Touch & Go wallet did not respond.
03:08 I received a letter from CIB dated 1 December 2022 stating that they are unable to accede to my request for a refund on my fraudulent debit card transactions.
03:19 CIB requested that I contact CIMB Customer Resolution Unit to find recourse.
03:25 On 19 July 2023, Conversement Financial Services stated that my complaint will be undertaken by them.
03:33 On 6 December 2023, I attended a mediation session at Conversement Financial Services office at Kuala Lumpur with CIB officers.
03:43 However, both parties failed to reach a settlement.
03:46 And okay, the bank should always take full responsibility for the money entrusted or deposited to them.
03:54 Okay, they cannot... At the same time, they believe that... I also believe that there is a lot of fraudulent cases, similar cases.
04:02 This is not the first one, neither this is the last one.
04:05 So, what is the precautionary actions that has been taken by the banks and also Bank Negara to avoid these kind of scam cases?
04:17 Okay, and are there any insurance to cover for these credit card fraudulent transactions?
04:26 Okay, meaning that it's a scam on the credit cards, unauthorized transactions by the credit cards.
04:33 Are there any insurance covered? If yes, why don't they trigger the policy and use it?
04:38 If no, why don't they look into insurance coverage to cover these kind of fraudulent transactions to help the cardholders?
