00:10 When we discuss, when I speak with my counterparts in a lot of ASEAN countries,
00:15 many are beginning to move away from the idea of a mandatory standard on quality of service, MSQOS,
00:23 but instead looking at MSQOE, the quality of experience.
00:29 And we know in this day and age, a lot of people have a lot of thoughts.
00:33 "I pay a lot for 5G, but look at the speed, it doesn't reach anywhere."
00:38 "We pay a lot, but when we enter the company, there is no 5G."
00:43 So, a lot of these challenges, we must work together to overcome.
00:49 And I have spoken with the Dato' Pandaw of Perlulupo, for example,
00:54 to look at how we can adopt not only 5G, but perhaps also 5G advance,
01:02 particularly to realize the idea of smart cities.
01:05 A lot of this new technology can be quickly and quite swiftly implemented.
01:12 So if Mexis, Huawei are so key, perhaps what I would recommend and suggest
01:18 is that we sit down with the good mayor of Perlulupo and run a proof of concept with Perlulupo
01:26 to see how we can use some of the passive IoT for purposes of smart cities.
01:33 Okay, so when we talk about the agreement with TPGL to address the speed problem,
01:40 will this be a challenge for you and TPGL?
01:44 Yes, at this time, perhaps, because we have three types of connectivity.
01:55 There is an outdoor, in-building, and fixed line.
02:06 So these three have different challenges.
02:10 For the outdoor, we can install a tower.
02:14 For the in-building, it depends on who is trying to build the premises.
02:19 If it is from PBT, we can discuss with PBT.
02:23 But one thing that I will try to convey to PBT later is that
02:30 perhaps we need to be proactive, the MCMC, to communicate with them,
02:34 especially in urban planning, so that the new buildings
02:38 can take into account the need for in-building coverage.
02:42 I see that, including in the coastal areas, when new buildings are being prepared,
02:47 I have discussed this with Maxis,
02:50 Maxis should provide services for the Media City building, but it is not finished yet.
02:57 So I think this is a planning issue, I am not blaming Maxis,
03:02 but I believe Maxis will give a discount to the broadcasting department.
03:08 But, in general, in-building coverage appears to be an afterthought.

04:20 they are still very profitable and they are able to survive.
04:25 At the same time, we see internet speeds getting much faster
04:29 and internet packages are thankfully also being very reasonably priced,
04:35 appropriately priced.
04:37 And I feel, at the same time, a lot of disgruntlement or grouses or complaints from the public,
04:45 I think this is where we can work on next.
04:48 So I would like to be able to invite all of the MNOs,
04:52 perhaps we can have this discussion at the pavilion at MWC,
04:57 to find a way forward where right now it feels that if they can't get the ears of the MNOs,
05:04 they have to look for the Minister.
05:06 It's okay, but I feel that that process should be made much easier
05:11 for us to fully verify that this complaint is legitimate, is a real issue,
05:17 what exactly is the problem, and that we can attend to it very quickly.
05:21 Perhaps there are some solutions that we can deploy,
05:25 but we need the cooperation, the close cooperation of the MNOs.
05:29 So I hope to have that discussion very soon.
